SPECIAL ORDERS made by the Waimea County Council, at a special meeting held on the 6th day of April, 1892, and confirmed at a subsequent meeting held on the 5th day of May, 1892:—

  1. That, for the purpose of securing payment of the sum of £1,600, proposed to be borrowed by the Waimea County Council under "The Local Bodies' Loans Act, 1886," to defray the county's proportion of cost of constructing the Road round the Rocks, a special rate of one-twelfth of a penny in the pound be levied on the rateable value of all property within the Stoke Riding of the Waimea County. Such special rate to be an annually-recurring rate, payable in two half-yearly instalments, for twenty-six years.
  2. That no vehicle, under any pretence whatever, shall be allowed to ply for hire on the Motueka Wharf, and no vehicles shall stand at the west end of the wharf in such a position that the traffic shall be impeded, under a penalty not exceeding £5.
    I hereby certify that the foregoing special orders have been duly made in accordance with "The Counties Act, 1886."

Special Order made by Manawatu Road Board, County of Oroua.

THE following special order, made by the Manawatu Road Board, is published in accordance with "The Road Boards Act, 1882."

SPECIAL ORDER.

Notice is hereby given that the Manawatu Road Board did, on Friday, the 13th May, 1892, make the following special order:—
For the purpose of providing interest and other annual charges on a loan of £520, under "The Government Loans to Local Bodies Act, 1886," to clear, form, and metal a road known as Cameron's Line, Upper Aorangi, Kairanga District, from Rangitikei Line northwards to Sections 1E and 2B, and to run north and south along Sections 1D and 2B in a westerly direction to the western corner of Section 2A, and between Sections 1D and 8 to the nearest point of Section 3F, that a special rate of seven-eighths of a penny in the pound is hereby struck on the rateable values of the following properties, viz.: Sections 2A, 1D, 8, 1E, 6, 32, 31, part 3A, containing 95 acres, owned by Mr. P. Desmond, 3F and 3E inclusive, Blocks II. and V., Manawatu Road District; such rate to be an annually-recurring rate for a period of twenty-six

years, and shall be payable at the office of the Board, in Palmerston North, in two equal instalments, viz., on the 1st day of February and the 1st day of August in each year.
I hereby certify that the above special order was duly made by the Manawatu Road Board, at a meeting held on the 13th day of May, 1892.

Proclamation by His Excellency the Right Honourable Algernon Hawkins Thomond, Earl of Kintore, Lord Falconer of Halkerton, Lord Keith of Inverurie, a Member of Her Majesty's Most Honourable Privy Council, Knight Grand Cross of the Most Distinguished Order of Saint Michael and Saint George, Governor and Commander-in-Chief in and over the Province of South Australia and the Dependencies thereof, &c.
By virtue of the provisions of "The Stock Diseases Act, 1888," I, the Governor, with the advice and consent of the Executive Council, for the purpose of preventing the introduction of the disease called scab into the said province, do hereby proclaim, order, and direct that the importation of sheep and sheepskins from the Colony of New Zealand into the said province shall be and is hereby absolutely prohibited for a period of two years; and I direct that this Proclamation shall take effect from the date hereof.
Given under my hand and the public seal of the said province, at Adelaide, this twenty-seventh day of April, in the year of our Lord one thousand eight hundred and ninety-two, and in the fifty-fifth year of Her Majesty's reign.

Regulations for the Entry of Engineer Students in Her Majesty's Navy, and for the Entry of Students in Naval Construction, with a view to their being trained in Her Majesty's Dockyard at Devonport.

THE following regulations re the entry of engineer students in Her Majesty's navy, received from the Admiralty, are published for general information.

REGULATIONS FOR THE ENTRY OF ENGINEER STUDENTS IN HER MAJESTY'S NAVY, AND FOR THE ENTRY OF STUDENTS IN NAVAL CONSTRUCTION, WITH A VIEW TO THEIR BEING TRAINED IN HER MAJESTY'S DOCKYARD AT DEVONPORT.

[The engineer students to be trained for service afloat as engineer officers. The students in naval construction to be trained with a view to their joining the Royal Corps of Naval Constructors.]

  1. VACANCIES for appointments as engineer students in Her Majesty's navy will be filled principally by means of competitive examinations open to all sons of British subjects, being of the prescribed age and of good moral character, but their Lordships will reserve to themselves the right to nominate a few candidates at each entry who will be appointed on passing the examination specified in paragraph 11.
    The candidates to be nominated will be selected by the Board of Admiralty from sons of officers of the navy, army, or Royal marines who have been killed in action or who have been lost at sea on active service, or killed on duty, or who have died of wounds received in action, or injuries received on duty within six months from the date of such action or injury, or sons of officers of the navy or Royal marines who have performed long and meritorious service. The number to be so nominated will not exceed one-fifth of the total number of engineer students to be entered. Except as pro-
