My LORD,—With reference to my predecessor’s circular despatch of the 16th of March, 1885,* I have the honour to transmit to you, for publication in the colony under your government, a copy of an Order of Her Majesty the Queen in Council, dated the 24th of November, 1891, for giving effect to the protocol between Her Majesty and the President of the Oriental Republic of the Uruguay, concluded at Monte Video on the 20th of March, 1891, the ratifications of which were exchanged at Monte Video on the 17th of July, 1891, for the extension of the period stipulated in Article IX. of the treaty of the 26th March, 1884, for the mutual extradition of fugitive criminals.

EXTRACT FROM ORDER OF HER MAJESTY IN COUNCIL, dated 24th November, 1891.
The period of thirty days fixed by Article IX. of the Treaty for the Extradition of Criminals in force between the Oriental Republic of the Uruguay and Great Britain, for the provisional arrest of persons charged with any of the crimes or offences specified in the said treaty, being thoroughly recognised as insufficient, both Governments agree that the said period shall henceforth be fixed at sixty days.

Provisional Arrangement respecting Danish Vice-Consulate in Wellington.

NAPIER HARBOUR.—EXHIBITION OF RED LIGHT AT END OF BREAKWATER, NAPIER BLUFF.

NOTICE is hereby given that, on and after Monday, the 18th April next, a red light will be exhibited on the outer end of the Breakwater at Napier Bluff, shifted forward as the work advances. Masters of vessels, in passing, are advised to keep well clear of the works, as materials under water extend far out.

Notice to Local Authorities under “The Government Loans to Local Bodies Act, 1886.”

PURSUANT to section 16 of “The Government Loans to Local Bodies Act, 1886,” the Colonial Treasurer hereby gives notice that, on Wednesday, the 13th April, 1892, he will be prepared to consider applications from local authorities for loans under the Act.
Applications should be addressed to the Colonial Treasurer, and in the corner of the envelope the words “Local Bodies’ Loans” should be written; and every application must be posted so as to arrive at the Treasury on or before the 12th April, 1892.
Applications received between the present date and the 12th April next will be considered on the date mentioned above.

Bonus for the Manufacture of Pig-iron from Ironsand or Iron-ore.
Mines Office,
Wellington, 24th February, 1892.
NOTICE is hereby given that a bonus of £1 per ton will be paid on the production of the first 500 tons of pig-iron of marketable quality manufactured in the colony after this date from magnetic or titaniferous ironsand or iron-ore, all material, fuel, and fluxes being the produce of New Zealand, on the following conditions, that is to say:—

The bonus must be claimed before the 31st March, 1893.

The bonus will be payable in instalments of £50 as each lot of 50 tons of iron is manufactured, on the certificate of an officer appointed by the Minister of Mines that the iron is of good marketable quality.

In the event of more than one person manufacturing the required quality of pig-iron before the date named, inquiry will be made by the officer above referred to, when, if it is found that each applicant is equally entitled to a bonus, the amount will be divided; but in no case shall the total amount of money paid by way of bonus exceed £500.

The iron in respect of which any bonus is claimed and the ironsand or ore from which it is manufactured will be examined by the officer aforesaid, who may require proof that not only the ore, but that the lime, coal, and any other material used in the manufacture, is of genuine New Zealand production, and that sales of pig-iron have been made at fair market prices.
