Regulations under “The Post and Telegraph Classification
and Regulation Act, 1890.”

ONSLOW, Governor.

ORDER IN COUNCIL.

At the Government Buildings, at Wellington, this twenty-
second day of January, 1891.

Present:

THE HONOURABLE THE PREMIER PRESIDING IN COUNCIL.

IN pursuance and exercise of the power and authority
contained in the fifth section of “The Post and Tele-
graph Classification and Regulation Act, 1890,” and of all
other powers and authorities enabling him in that behalf,
His Excellency the Governor of the Colony of New Zea-
land, by and with the advice and consent of the Executive
Council of the said colony, doth hereby make the regulations
set forth in the Schedule hereto.

SCHEDULE.

REGULATIONS ABOVE REFERRED TO.

Interpretation.

  1. In these regulations, unless repugnant to the con-
    text,—

“Department” includes the Post Office Department as
constituted under “The Post Office Act, 1881,” and
the Electric Telegraph Department as constituted
under “The Electric Lines Act, 1884 :”

“Minister” means the member of the Executive
Council for the time being holding the office of
Postmaster-General under the provisions of “The
Post Office Act, 1881,” and includes the person
holding the office of Electric Telegraph Commis-
sioner under “The Electric Lines Act, 1884,” if and
so long as such office is held by a member of the
Executive Council :”

“Superintendent” means the Superintendent of Electric
Lines, for the time being, appointed under “The
Electric Lines Act, 1884:”

“Secretary” means the Secretary for the time being of
the Postal and Telegraph Department.

  1. These regulations shall commence and take effect on
    the first day of March, 1891.

  2. Every person who desires to enter the service of the
    department shall make application in his own handwriting,
    signed by him, and shall transmit therewith the certificates
    and information required by these regulations. He shall also
    indicate which branch of the department he desires to enter.
    Forms of application may be obtained at any post office
    or telegraph office in the colony.

CLERICAL DIVISION.

Junior Examination.

  1. No person shall be entitled to enter this division of
    the department unless he has passed an examination before
    the proper authority in the subjects prescribed for the time
    being for the Sixth Standard in a public school under the
    control of an Education Board constituted under “The
    Education Act, 1877.”

  2. The times and places at which examinations are held,
    in accordance with regulations for the time being in force
    under “The Education Act, 1877,” at which candidates may
    pass the said Sixth Standard shall be the times and places
    prescribed for the examination of candidates for entry into
    the Clerical Division under these regulations ; and the sub-
    jects of examination for such Sixth Standard as aforesaid
    shall be the subjects of examination for such candidates.
    Such examination shall be termed “the junior examination.”

  3. Every person entering the Clerical Division shall enter
    as a cadet, and shall be of the full age of sixteen years and
    not more than twenty years, shall be subject to the proba-
    tion herein directed, and shall be conditionally appointed at
    the minimum salary allotted to cadets.

  4. Every person making application for admission to the
    Clerical Division shall transmit the following evidence as to
    his fitness and capacity :—

(1.) A duly-authenticated certificate or extract from some
official registry or other authentic evidence as to
his age ;

(2.) A certificate from some minister of religion, public
school teacher, or Justice of the Peace as to the
moral character of the applicant ;

(3.) A certificate from a medical practitioner setting forth
