(herein referred to as “the Board”), subject to the stipulations hereinafter contained, that is to say,—

The Board shall meet for the transaction of business on the first Wednesday in each month, at eight o’clock p.m., at the Eastern Mahurangi Road Board office, Te Kapa, or at such other time or place as may from time to time be fixed by the Board. The first meeting shall be held on Wednesday, the fifth day of March, one thousand eight hundred and ninety.

Special meetings may be convened by the Chairman or by any two members of the Board, provided that two days’ notice of such meeting be given to each member, specifying the business to be transacted at such special meeting, and no other business than that so specified shall be transacted at such meeting.

Any three of the said Board shall form a quorum. Any meeting may be adjourned from time to time.

The members of the Board shall, at their first meeting, and thereafter at an annual meeting to be held on the first Wednesday in January in every succeeding year thereafter, elect one of themselves to be Chairman, who may join in the discussion, and shall have an original as well as a casting vote. The Chairman shall hold office until the election of his successor.

If at any meeting the Chairman is not present at the time appointed for holding the same, the members present shall choose some one of their number to be Chairman of such meeting.

If, by resignation, death, or incapacity, or otherwise, the office of Chairman shall be or become vacant, the members may at any monthly or special meeting appoint a Chairman.

All questions shall be determined by the majority of votes of the members of the Board present at a meeting.

Fixing Sitings of the District Courts of Nelson and Westland.
ONSLow, Governor.
IN pursuance and exercise of the power and authority in this behalf enabling me, I, William Hillier, Earl of Onslow, the Governor of the Colony of New Zealand, do hereby fix and appoint that sittings of the District Courts of Nelson and Westland, for civil and criminal business, shall be held as follows, from and after the first day of February next, in lieu of those previously fixed and appointed :—
Nelson District.
In the Courthouse, Nelson, on the 17th February and 3rd April, 1890.
Westland District.
In the Courthouse, Westport, on the 26th February and 21st April, 1890.
In the Courthouse, Reefton, on the 17th April, 1890.
In the Courthouse, Greymouth, on the 9th April, 1890.
In the Courthouse, Hokitika, on the 14th April, 1890.
Provided that in case any of the days so fixed as aforesaid shall happen to be a holiday, then the Court appointed for that day shall be held on the first day thereafter not being a holiday.

Seagulls protected under “Animals Protection Act, 1880,” Auckland District.
ONSLow, Governor.
IN exercise of the powers vested in me by “The Animals Protection Act, 1880,” I, William Hillier, Earl of Onslow, the Governor of the Colony of New Zealand, do hereby declare that, from and after the date hereof, seagulls of any species shall, within the Provincial District of Auckland, come within the operation of the said Act as fully and effectively as if they had been included in the Fourth Schedule thereto ; and I do further notify and declare that the said birds shall not be taken or killed within the said district.
As witness the hand of His Excellency the Governor, this twenty-second day of January, one thousand eight hundred and ninety.

Rural Lands in the Nelson Land District open for Sale or Selection.
ONSLow, Governor.
IN pursuance and exercise of the powers and authorities conferred upon me by the third section of “The Land Act Amendment Act, 1887” (hereinafter termed “the said Act”), I, William Hillier, Earl of Onslow, the Governor of the Colony of New Zealand, having received the report of the Surveyor-General in this behalf, as in the said section is provided, do hereby declare that the rural lands enumerated in the Schedule hereto shall be open for sale or selection, after the lapse of a period of forty-five days from the date of the first public notification hereof, in the manner and upon the conditions mentioned in the said Act, and at the price per acre respectively set opposite such land in the said Schedule.
SCHEDULE.
UNSURVEYED LANDS.
Waimea County, Nelson Land District.
SECOND-CLASS LANDS.
ALL that block of land in the Nelson Land District, situated in the Waimea and Rintoul Survey Districts, containing approximately 1,900 acres. Bounded generally towards the northward by Sections Nos. 20, 21, 22, 23, 24, and 25, Square No. 44 ; on the eastward partly by Sections Nos. 32 and 25, Square No. 44, and partly by the River Lee ; on the southward by Crown lands ; and on the westward partly by a public road known as the Chrome Road, and partly by Section No. 6, Square No. 44.
Description of Land: Situated on the River Lee ; access by roads up that river ; soil inferior, chiefly birch forest. Cash price, 6s. per acre.
All that piece or parcel of land in the Nelson Land District, situated in the Motueka Survey District, containing approximately 5,727 acres, being the unsurveyed portion of Block V., Motueka Survey District aforesaid.
Description of Land: Fair soil, principally birch forest; access by roads up Pokororo and Little Pokororo Streams. Cash price, 6s. per acre.
All that piece or parcel of land in the Nelson Land District, situated in the Mount Arthur Survey District, containing approximately 24,565 acres, being the unsurveyed portions of Blocks VII., VIII., XI., XII., XV., and XVI. upon the eastern side of the Mount Arthur Range, Mount Arthur Survey District aforesaid.
Description of Land: Fair soil, covered with forest, principally birch ; access by roads up the Rivers Pearse and Graham. Cash price, 6s. per acre.

Lands permanently reserved.
ONSLow, Governor.
WHEREAS by the two hundred and twenty-seventh section of “The Land Act, 1885,” it is enacted that the Governor may from time to time, either by general or particular description, and whether the same has been surveyed or not, reserve from sale temporarily, notwithstanding that the same may be then held under pastoral license, any Crown lands which in his opinion are required for any of the purposes in the said section mentioned :
And whereas by the two hundred and twenty-eighth section of the said Act it is provided that land temporarily reserved under the said two hundred and twenty-seventh section may, at the expiration of one month but not later than six months after the publication in the Gazette of notice of such temporary reservation, be permanently reserved, and that notice of such permanent reservation shall be published in the Gazette :
And whereas the lands specified in the first column of the Schedule hereto were, by the several warrants the dates of which are specified in the third column of the said Schedule, and the notifications of which were published in the Gazette specified in the fourth column, temporarily reserved under the authority of the said Act for the purposes specified in the second column of the said Schedule :
Now, therefore, I, William Hillier, Earl of Onslow, the Governor of the Colony of New Zealand, in pursuance and exercise of the power and authority vested in me by the said Act, do hereby permanently reserve the lands so temporarily reserved as aforesaid, and enumerated in the first column of the Schedule hereto, for the purposes specified in the second column of the said Schedule, being the same purposes for which the said lands were so temporarily reserved as aforesaid.
