the request of either Power, after three years from the
signature hereof, the Powers shall consider by common
accord what ameliorations, if any, may be introduced into
the provisions of this general Act. In the meantime any
special amendment may be adopted by the consent of the
three Powers with the adherence of Samoa.

Sec. 2. The present general Act shall be ratified without
unnecessary delay, and within the term of ten months from
the date of its signature.

In the meantime the signatory Powers respectively
engage themselves to adopt no measure which may be
contrary to the dispositions of the said Act.

Each Power further engages itself to give effect in the
meantime to all provisions of this Act which may be within
its authority prior to the final ratification.

Ratifications shall be exchanged by the usual diplomatic
channels of communication.

The assent of Samoa to this general Act shall be attested
by a certificate thereof signed by the King, and executed in
triplicate, of which one copy shall be delivered to the Consul
of each of the signatory Powers at Apia for immediate
transmission to his Government.

Done in triplicate at Berlin, this 14th day of June, 1889.

THE following notice, received from the Chairman of
the Wairarapa North County Council, is published in
accordance with "The Local Bodies' Loans Act, 1886."

WAIRARAPA NORTH COUNTY.
Result of a poll taken at Tiraumea, on the 8th day of April,
1890, on a proposal to raise a loan of £300 under "The Local
Bodies' Loans Act, 1886," for acquiring, fencing, and form-
ing a road through Section 137, Block X., Puketoi:—

Number of ratepayers on special roll 3, representing 10
votes; number who voted in favour of the proposal 2, repre-
senting 6 votes; number who did not vote 1, representing
4 votes.

As a majority of the ratepayers on the special roll voted
in favour of the proposal, and represent a majority of the
total number of votes which can be exercised, I declare the
proposal to be carried.

Regulations re the Introduction of Stock into Western Australia.—Notice No. 292.

ment in and over the Colony of
Western Australia and its Depen-
dencies, &c.

WHEREAS under the provisions of an Act of the Legis-
lative Council, passed in the forty-third year of the
reign of her present Majesty, numbered twenty-three, in-
tituled "An Act for the Prevention of the Importation of
Diseased Stock," the Governor, with the advice of the
Executive Council, is empowered, by Proclamation, to pro-
hibit the importation of stock, and to make, alter, or annul
regulations for regulating the conditions upon which stock
may be introduced into the colony: And whereas various
Proclamations and regulations have from time to time so
been issued: And whereas it is expedient to annul all such
Proclamations and regulations as may now be in force with
respect to horses, cattle, sheep, and swine, and to make fresh
regulations for governing the importation of such and other
animals into the colony: Now, therefore, I, the Adminis-
trator, in exercise of the powers possessed by me under the
said Act, and of all other powers enabling me in this behalf,
do, by this Proclamation, with the advice of the Executive
Council, annul all such Proclamations and regulations as
may be in force with respect to the importation of horses,
cattle, sheep, and swine into the colony; and, with the
advice of the Executive Council, do hereby make the follow-
ing regulations for governing the importation of certain
animals into Western Australia:—

  1. No horses, cattle, sheep, or swine shall be introduced
    into the Colony of Western Australia, unless the owner or
    person in charge of such stock shall have in his possession a
    certificate from an Inspector of Stock, or other officer duly
    qualified, or person performing similar duties, at the port or
    place where such horses, cattle, sheep, or swine were shipped
    on board the ship or vessel bringing the same into the
    colony, issued within seven days of the departure of such
    ship or vessel from the port or place of embarkation, and
    certifying that such horses, cattle, sheep, or swine (as the
    case may be) are free from disease; and unless a duplicate
    of such certificate shall have been forwarded by post forth-
    with, after the shipment of such stock, to the Colonial
    Secretary, at Perth. All such stock shall be inspected by
    an Inspector of Stock before being allowed to land, and if
    imported from beyond the limits of the Australasian Colonies
    shall perform quarantine on arrival. The period of such
    quarantine shall be, for horses fourteen days, for cattle,
    sheep, and swine ninety days.

  2. If any person shall desire to introduce any such stock
    by sea into this colony without the before-mentioned certifi-
    cate, the Governor or any other person appointed for the
    purpose by the Governor may, upon application, permit such
    stock to be landed in quarantine. The duration of such
    quarantine in the case of stock imported from beyond the
    limits of the Australasian Colonies shall be, for horses
    twenty-one days, for cattle, sheep, and swine one hundred
    and twenty days, and in the case of stock from the Austral-
    asian Colonies the duration of quarantine shall be, for
    horses fourteen days, and for cattle, sheep, and swine thirty
    days.

  3. Camels, deer, antelopes, and goats shall be inspected
    by a veterinary surgeon and an Inspector of Stock before
    landing, and, if found suffering from scabies, quarantined
    and dressed until cured.

  4. All stock arriving which in the opinion of the Inspector
    is suffering from any infectious or contagious disease, except-
    ing scab, shall at once be destroyed; one diseased animal
    to be conclusive evidence that all on board are diseased.

Given under my hand, and issued under the Public
Seal of the said Colony, at Government Cottage,
Rottne3t, this thirteenth day of March, one
thousand eight hundred and ninety.
