(c.) Lieutenants of eight years’ service in that rank, who have passed the prescribed examination for captain, will be granted a step of rank on being appointed to this list;
(d.) Lieutenants of three years’ service as such, as lieutenants. Officers electing to return to active duty with a corps will be seconded on the list, and their commissions in the corps will date from the day of their election, unless selected by His Excellency the Governor to undertake any special duty, when they may be allowed to retain their seniority.

Officers on this list will be termed District Staff Officers, be under the orders of the Officer Commanding the District, and will perform such staff duties as he may from time to time direct.

  1. Officers, of whatever rank, shall retire from the active list on attaining the age of sixty years, but, on special recommendation, may be permitted by His Excellency the Governor to remain on active employment for a further period not exceeding five years.

(2.) Honorary Unattached List.

  1. Officers who hold the command of districts for not less than five years, and officers who, from age, ill-health, &c., are compelled to retire from active duty, will be eligible to be posted to this list, with a step of honorary rank.

  2. Officers who have heretofore been promoted, or appointed to the unattached, honorary, or reserve lists, will be transferred to and included on this list, according to their present seniority; but any officer affected by this paragraph will, on passing the prescribed examination for his rank within twelve months of the date of this regulation, have the option of being posted to the active list.

  3. Honorary officers of battalions which have been dissolved will be posted to this list if they desire it.

CADET CORPS.

  1. The services of Cadet corps will, in future, only be accepted in connection with public and private schools, provided that not less than forty lads over the age of thirteen are enrolled, under the following conditions:—
    (a.) Arms and accoutrements, if in store, will be issued for drill purposes, and a proportion of carbines will be granted for target practice if required.
    (b.) Where target practice is carried out an annual allowance of twenty-five rounds of ball ammunition will be granted to lads above the age of thirteen years.
    (c.) A half-yearly return of arms and accoutrements is to be furnished to the District Office.
    (d.) The arms on issue are to be kept in arm-racks in a safe and dry place, within the precincts of schools, or in such places as may be appointed by the Officer Commanding the District, and are not to be permitted to be taken home by the Cadets.
    (e.) The services of Drill Instructors will be available for the instruction of these Cadets, provided other military duties are not interfered with.
    (f.) The officers of a Cadet corps will only receive acting appointments.
    (g.) Officers of Cadet corps will be appointed by the Officer Commanding the District on recommendation of the headmaster.
    (h.) Capitation will not be drawn by any Cadet corps, but those favourably reported upon annually by the Inspecting Officer may be granted a special allowance, not exceeding £20 per corps, towards necessary expenses.

  2. The Officer Commanding the District will inspect the Cadet Corps and the arms on issue at least once in each three months, and report any case in which he considers the above concessions should be discontinued.

  3. The Officer Commanding the District may, on application, permit any Cadet Corps to take part in any field-day or parade or camp of the forces under his command.

  4. The drill of boys under the age of thirteen will be encouraged, as far as possible, at schools, and the services of the Drill Instructor will, as far as practicable, be available for that purpose.

CAPITATION ROLL, REQUISITIONS, RETURNS, ETC.

  1. Requisitions for arms, accoutrements, ammunition, ordnance, or any Government stores are to be sent in duplicate.

  2. The requisition forms are to be clearly and legibly filled in, and they must in every instance bear the recommendation of the Officer Commanding the District, who will forward all requisitions for the annual allowance of ammunition for the corps in his command at the same time.

  3. Requisitions for stationery and forms, &c., are to be framed strictly in accordance with the absolute requirements of the office or district, and larger quantities than actually necessary in an office during any one year are under no circumstances to be applied for.

  4. Nominal and capitation rolls of corps are to be prepared according to ranks and in alphabetical order.

  5. Capitation rolls are to be made out in duplicate, one for transmission to the Defence Office and the other for record in the District Office.

  6. The several headings in the capitation roll are to be correctly and carefully filled in, and each roll is to be accompanied by a Treasury contingency voucher made out in favour of the corps, which is to be signed by the Officer in Command, as applicant, and certified to by the Officer Commanding the District.

  7. Any charges debited against capitation are to be deducted in the body of the voucher from the amount earned, and the balance thus remaining will represent the sum a corps will be entitled to receive.

  8. Capitation rolls, after being carefully checked, accompanied by the annual account of receipts and expenditure referred to in paragraph 135, are to be transmitted by Officers Commanding Districts to the Defence Office not later than thirty days after the end of each Volunteer year.

  9. Forms of requisitions, capitation rolls, &c., will be supplied to corps on application to the District Office.

LONG-SERVICE MEDALS.

  1. Volunteers who have served in the Volunteer Force for twenty years, or who have served continuously for sixteen years as efficient Volunteers, shall be entitled to a long-service medal. Volunteers who may have served on actual service are entitled to count the period of each year or part of a year of such service as double towards a medal. Service as an officer or in the reserve will not reckon.

MEDALS AND DECORATIONS.

  1. No medals or decorations are allowed to be worn on the left breast except such as have been conferred by Her Majesty for military or other service, or by a foreign Sovereign with Her Majesty’s consent, or by the Government of New Zealand for military or long service. Medals granted by Humane Societies for saving life, and decorations granted heretofore by the New Zealand Government for rifle-shooting, may be worn on the right breast, but no other decorations are at any time to be worn on parades or military duties.

MISCELLANEOUS.

  1. All accounts must be rendered for settlement monthly. This particularly applies to expenses incurred in advertising in newspapers, and in the carriage, freight, or cartage of arms and stores.

  2. No expenditure is to be authorized or incurred by Officers in Command of Districts or Corps without authority being first obtained from the Defence Office.

  3. Officers or non-commissioned officers to whom forage allowance is granted will be required to keep a horse and appointments, which must be their own bona fide property, and suitable for military purposes.

  4. Any loss, damage, or destruction of arms, accoutrements, or stores, which may be traced to any officer or Volunteer, also the amount of any fines inflicted or subscriptions due under these regulations or the private rules of his corps, may be made good by stoppage from any pay which may become due to him.

  5. Anonymous complaints against individuals on the administration of a command or corps are not to be acted upon by Officers in Command.

  6. Officers and non-commissioned officers of the paid staff who, in furtherance of personal claims or grievances, bring outside pressure or influence to bear upon the Government will be subject to instant dismissal from the service.

  7. No member of the Force is to be buried with military honours except by the express desire of his friends, notified to the Officer Commanding the Corps.

  8. The Queen’s Regulations and customs of the Imperial Services will be taken generally as guides in all matters not specifically dealt with in the Defence Act and these regulations.

FINES AND PUNISHMENTS.

  1. Officers Commanding Districts and Corps will see that penalties in proportion to the gravity of the offences are inflicted on all occasions upon members of the Force, in accordance with clauses 47 and 109 of “The Defence Act, 1886:”

FINANCE COMMITTEE.

  1. In every Volunteer corps the officers and two non-commissioned officers shall form the Finance Committee for the management of the affairs of the corps. The secretary, or member performing such duties, shall not be eligible for this Committee.

  2. Every Volunteer corps shall have one general meeting in the first month of each year, at which the Commanding Officer and Committee shall produce and explain the accounts of the corps for the approval of the meeting. A copy of the statement of accounts will be posted in the orderly-room, and remain during the year.
