ESTABLISHMENT.
- The establishment of officers, non-commissioned officers, and men of all corps will be according to the following table :—

- Naval Artillery corps in the four centres will be allowed three cadets in addition to the establishment, as provided for in paragraph 223.
No claim for capitation will be admitted, except in the case of trained bandsmen, for any member in excess of the number quoted in above table.
The maximum strength of all branches of the service (exclusive of Engineer Corps and officers) at the four centres will be as follows :—

- Any corps will be entitled to an Honorary Surgeon and an Honorary Chaplain. Mounted corps will be entitled to an Honorary Veterinary Surgeon.
PRECEDENCE.

The Volunteer Force shall consist of the following different arms, which will rank in the order named :—
Naval Artillery Volunteers.
Cavalry and Mounted Infantry Volunteers, when dismounted.
Artillery Volunteers.
Engineer Volunteers.
Rifle Volunteers.
Cavalry, Field Artillery, and Mounted Infantry (when mounted) take precedence of all other arms of the service. -
Honorary Reserve Volunteers shall take precedence of all corps of the same arm.

Relative precedence of corps of the same arm will be determined by the date on which the Governor accepts their services.

The relative precedence of officers of the entire Volunteer Force shall be determined solely by the ranks and dates of commissions in that Force.

Officers of Honorary corps who have passed the prescribed examination for their rank will rank with other Volunteer officers according to the dates of their respective commissions. Officers of Honorary corps who are in possession of acting appointments, not having passed such examination, will rank according to dates of acting appointments with acting officers.

Corps on parade shall be distributed and drawn up for battalion and other drill in the mode which the senior officer present in command may judge most convenient and best adapted to the purposes of the service and occasion.

An officer holding a substantive commission will take precedence of all officers holding acting appointments in the same rank. Acting officers will take rank among themselves according to the dates of their acting appointments.
OFFICERS IN COMMAND OF DISTRICTS.

Officers in command of districts will reside at the headquarters of their districts, and are responsible for the maintenance of proper order and discipline in the Force under their command, the accuracy of all returns rendered or called for, the conduct of all correspondence in connection with the several corps in their command, and will see that the non-commissioned officers of the Permanent Staff efficiently and faithfully perform their various duties.

Correspondence from corps (except as provided for in paragraph 224) with the Defence Office must be forwarded through the Officer Commanding the District, and all communications will be replied to through the same channel.

All circulars, orders, and instructions emanating from the Defence Office are to be promulgated to corps immediately on receipt of the same by a district order or such other means as, under local circumstances, may prove most convenient and expeditious.

All correspondence between Officers Commanding Corps and Officers Commanding Districts shall be direct, and signed by the Officer Commanding the Corps.

In the absence of the Officer Commanding the District, the senior combatant officer resident at head-quarters, unless otherwise ordered, will assume the command, and perform all duties attached to that office.
21A. Officers Commanding Districts will, before the 31st January in each year, forward a report on the Volunteers of their districts, in which the efficiency of each corps and of the officers and non-commissioned officers is to be specially dealt with.
DISTRICT ADJUTANTS.

A District Adjutant of Volunteers shall be the Brigade Major, will not be allowed to hold a commission in any corps, and, except under special circumstances approved by the Governor, must possess a certificate from a recognised School of Musketry.

A District Adjutant is appointed to give instruction to Volunteers in the district to which he shall be attached. He shall be subject to the orders of the Officer Commanding the District, and shall assist him in carrying on all military duties; but he shall not take any active part in non-military affairs of any corps. It shall be his duty to visit the Volunteers of his district in accordance with such orders as may be issued.

District Adjutants of the Volunteer Force will rank as senior of their respective ranks in their district.

The District Adjutant shall have access to the muster-rolls and other official documents of all corps in his district, and shall keep a muster-roll of each corps himself.

The District Adjutant will keep the record of attendance at Government drills, which he will personally check on parade; but in his absence the Officer Commanding will sign the record of attendance and certify to its correctness. The District Adjutant will be furnished with a certified nominal roll of absentees signed by the Commanding Officer for each drill.

The District Adjutant will prepare and furnish, under the direction of his Commanding Officer, all returns required by the Defence Office.

The District Adjutant is responsible for the correctness of all returns and documents which pass through his office.

The offices, books, and accounts of District Adjutants will be open at all times to the inspection of the officers under whom they may be immediately serving, and of other officers appointed to inspect them.

District Adjutants will be held responsible that no arrear is suffered to occur in the work of their offices, and that their books are posted up regularly, so that they may at all times be ready for inspection.

The District Adjutant will visit corps and practice ranges as often as his Commanding Officer may direct.

The District Adjutant will, when necessary, perform the duties of Paymaster and Quartermaster.

As Acting-Paymaster it will be the District Adjutant’s duty to exercise a special supervision over all claims submitted against the Government, and to the settlement of all claims on behalf of corps in his district; and, as Acting-Quartermaster,
