drunk or consumed in or on his premises, unless between the hours of five in the morning and eleven at night on the six business-days of the week, and between the hours of one in the afternoon and eleven at night on Sundays. Every publican offending against any part of this section shall, on conviction, be liable to a penalty not exceeding £5, and in default of payment thereof to imprisonment for any period not exceeding fourteen days.

If any publican or his servant supplies intoxicating liquor to any person who is at the time in a state of intoxication such publican shall, on conviction, be liable to a penalty not exceeding £5, and in default of payment thereof to imprisonment for a term not exceeding seven days.

Every publican shall keep burning a bright light at the main entrance to the bar from sunset till the hour of closing, and every publican neglecting to comply with this section shall, on conviction, be liable to a penalty not exceeding £2, and in default of payment thereof to imprisonment for any term not exceeding seven days.

This regulation shall come into force on the first day of September, in the year of our Lord one thousand eight hundred and eighty-eight.

A REGULATION (made by Her Majesty's High Commissioner for the Western Pacific, in the name and on behalf of Her Majesty, under the provisions of the Western Pacific Order in Council, 1879) to prohibit the Supply of Dynamite to Natives of Samoa.

ANY British subject who sells or gives or procures the sale or gift to any aboriginal native of Samoa, or to any aboriginal native of Polynesia or Melanesia resident in Samoa, any dynamite or similar explosive substance shall, on conviction, be liable to a fine not exceeding £10, or to imprisonment not exceeding three months, as the Court may determine.

This regulation shall come into force on the first day of September, in the year of our Lord one thousand eight hundred and eighty eight.

THE following special order, made by the Maharahara Road Board, is published in accordance with “The Road Boards Act, 1882.”

SPECIAL ORDER.
THAT it be a special order of this Board that, for the purpose of providing for the interest and sinking fund upon a loan of £1,000 to be raised by the Maharahara Road Board under “The Government Loans to Local Bodies Act 1886 Amendment Act, 1887,” there be levied a special annual-recurring rate of five-eighths of a penny in the pound upon all rateable property in the district, and the said rate is hereby accordingly made and levied for and during the whole period required by the aforesaid Act for the continuance of such loan. Such rate to be payable yearly on the 31st day of March in each year during the continuance of the aforesaid loan.
I hereby certify that the above special order was duly made by the Maharahara Road Board, in conformity with the provisions of “The Road Boards Act, 1882,” and “The Local Bodies’ Loans Act, 1886.”

I, John Bennett, Chairman of the Hawke’s Bay County Council, do hereby certify that the following special order, passed at a meeting of the Hawke’s Bay County Council on the 21st day of May, 1888, was duly confirmed at a special meeting held on the 16th day of July, 1888: Resolved, That it be a special order of the Hawke’s Bay County Council that the names of the Patea Road Board and Patea Riding be altered to the Erewhon Road Board and Erewhon Riding; the same to take effect from this date.

Addition to the Scale of Charges in force on the New Zealand Railways.
IN accordance with section 144 of “The Public Works Act, 1882,” I, George Frederick Richardson, the Minister acting for the Minister for Public Works, do hereby make the following addition to the scale of charges, to come into force on and after the 24th September, 1888:—
PART III.—GOODS.
REGULATIONS.—WAIPAWA INDUSTRIAL EXHIBITION.
Goods consigned for exhibit at the Waipawa Industrial Exhibition, to be held in Waipawa during December, 1888, will be carried free on the New Zealand Railways, provided that they shall be so carried at the risk of the consignors, and that each package shall be consigned to the Secretary of the Exhibition, and marked legibly “For Exhibit at Waipawa Industrial Exhibition;” and that the loading and unloading shall be done at the expense of the consignors; and that in the event of such exhibits being sold the full railway charges shall be paid.
Exhibits returning may be conveyed free, provided no sale or exchange has been effected. A certificate to this effect must be produced, signed by the Secretary of the Exhibition, before the goods can be received for transit free of charge.
