THE following special order, made by the Waima County
Council, is published for general information.

SPECIAL ORDER made by the Waima County Council to
levy Special Rate in the Motueka Road District, to de-
fray Balance of Cost of New Wharf, Motueka.
THAT, for the purpose of securing payment of the sum of
£1,300, proposed to be borrowed by this Council under "The
Local Bodies' Loans Act, 1886," to defray the balance of cost
of new wharf at Motueka, a special rate of one-tenth of a
penny in the pound be levied on the rateable value of all
property within the Motueka Road District. Such special
rate to be an annual-recurring rate, payable in two half-
yearly instalments for twenty-six years, on the first day of
January and first day of July in each year.
I hereby certify that the above special order has been duly
made, advertised, and confirmed according to law.

Road District.

THE following special order, made by the Masterton
Road Board, is published in accordance with "The
Road Boards Act, 1882."

SPECIAL ORDER made by the Masterton Road Board at a
Meeting held on Saturday, the 7th April, 1888.
THAT, for the purpose of securing payment of the sum of
£360 granted to the Board under "The Government Loans
to Local Bodies Act, 1886," for the formation and metalling
of a road at Upper Fernridge, a special rate of one penny in
the pound will be levied on the rateable value of the follow-
ing sections in the Mikimiki Survey District: Block XV.,
Sections 8, 10, 12, 13, parts Sections 14, 15, 16, 17, Sections
34, 76, and 46.
- A special rate of seven-eighths of a penny in the pound
for the purpose of securing payment of £100 granted to the
Board under "The Government Loans to Local Bodies Act,
1886," for the formation of a road to join the Opaki to
Rangitumau Road, on the rateable value of the following
sections in the Kopuaranga Survey District: Sections 12
and 13, and part of 14, Block II.
Such special rates shall be annually-recurring rates, and
will be payable in two half-yearly instalments for twenty-six
years, the first half-yearly payment to be made on the
15th day of July, 1888, and each following year on the 15th
day of January and July until the debt is liquidated.
I certify that the foregoing special orders were duly
made in accordance with "The Road Boards Act, 1882,"
as provided by sections 75, 76, and 77 of that Act, at
a meeting of the Masterton Road Board held on the above-
mentioned date.

SIR,—With reference to my circular despatch of the 18th
November last* I have the honour to transmit to you, for
information and publication in the colony under your Go-
vernment, a copy of an Order of the Queen in Council for
bringing into effect from the 6th of December, 1887, the
convention for the creation of an International Union for
the protection to be given by way of copyright to the authors
of literary and artistic works, which was signed at Berne on
the 9th September, 1886.
- I take this opportunity to point out that the Imperial
Copyright Acts for engraving and sculpture do not apply to
