A PROCLAMATION.
BY virtue and in exercise of the powers and authorities vested in him by the one hundred and thirty-fifth section of “The Land Act, 1885,” and of every other power and authority enabling him in that behalf, His Excellency the Governor of the Colony of New Zealand, by and with the advice and consent of the Executive Council of the said colony, doth hereby declare that the section of land enumerated in the Schedule hereto shall be set apart for lease, with right of renewal, under the provisions of Part IV. of “The Land Act, 1885.”

Regulations under “The Mining Act, 1886,” for Prospecting Licenses and Prospectors’ Mining Leases granted outside Mining Districts.

A PROCLAMATION.
IN exercise and pursuance of the powers and authorities conferred upon me by section one hundred and thirty-two of “The Mining Act, 1886,” and “The Interpretation Act, 1878,” and of all other powers enabling me in this behalf, I, William Francis Drummond Jervois, the Governor of the Colony of New Zealand, do hereby revoke Regulation number seventeen in the Schedule to the Proclamation issued under my hand and the Seal of the Colony on the twenty-fourth day of October, one thousand eight hundred and eighty-seven, and published in the New Zealand Gazette of the third day of November, one thousand eight hundred and eighty-seven, and do hereby order and declare that the regulation set forth in the Schedule hereto shall henceforth be read as substituted in lieu thereof.

SCHEDULE.
REGULATION.
- THE Commissioner of Crown Lands for the land district within which any lease has been granted under these regulations may, when authorised in writing by the Governor, exercise, in the name and on behalf of Her Majesty the Queen, in respect of the lands comprised in such lease, the same powers as are by subsections (d), (e), (f), (h), and (i) of section 22 of “The Land Act, 1885,” conferred upon a Commissioner of Crown Lands; and any such authority by the Governor may be either general or confined to a particular case or cases.

ORDER IN COUNCIL.
At the Government House, at Wellington, this thirtieth day of November, 1887.
Present:
His Excellency THE GOVERNOR IN COUNCIL.
IN exercise and pursuance of the powers and authorities vested in him by “The Public Domains Act, 1881,” His Excellency the Governor of the Colony of New Zealand, by and with the advice and consent of the Executive Council thereof, doth hereby revoke a certain Order in Council, dated the twenty-seventh day of September, one thousand eight hundred and eighty-one, making delegation of certain powers in manner as therein appears; and doth, with the like advice and consent, by this present order, delegate, but only with respect to the piece or parcel of land described in the Schedule hereto, all the powers conferred by the Act aforesaid, except the powers under or conferred by sections five and twelve thereof, to the under-mentioned persons, who shall be known as the Opotiki Public Domain Board, namely,——
STEWART BATES,
JOHN FORSYTH CONNELLY,
JAMES WHITE,
RICHARD WRIGHT, and
HENRY GEORGE WALMSLEY
(herein referred to as “the Board”), subject to the stipulations hereinafter contained, that is to say,——

The Board shall meet for the transaction of business on the first Monday in each month, at seven o’clock p.m., at the office of the Chairman, or at such other time or place as may from time to time be fixed by the Board. The first meeting shall be held on Monday, the nineteenth day of December, one thousand eight hundred and eighty-seven.

Special meetings may be convened by the Chairman or by any two members of the Board, provided that two days’ notice of such meeting be given to each member, specifying the business to be transacted at such special meeting, and no other business than that so specified shall be transacted at such meeting.

Any three of the said Board shall form a quorum. Any meeting may be adjourned from time to time.

The members of the Board shall, at their first meeting, and thereafter at an annual meeting to be held on the first Wednesday in March in every succeeding year thereafter, elect one of themselves to be Chairman, who may join in the discussion, and shall have an original as well as a casting vote. The Chairman shall hold office until the election of his successor.

If at any meeting the Chairman is not present at the time appointed for holding the same, the members present shall choose some one of their number to be Chairman of such meeting.

If, by resignation, death, or incapacity, or otherwise, the office of Chairman shall be or become vacant, the members may at any monthly or special meeting appoint a Chairman.

All questions shall be determined by the majority of votes of the members of the Board present at a meeting.

SCHEDULE.
ALL that parcel of land in the Provincial District of Auckland, situate in the Opotiki District, known as the Racecourse Reserve, being Lot No. 333 of the Parish of Waioeka, containing by admeasurement 125 acres, more or less. Bounded towards the north by Lot No. 335, 3581 links; towards the east by a road, 100 links wide, 4050 links; towards the south by a road, of width aforesaid, 5907 links; and towards the west by a road, of width aforesaid, 6861 links.
