be forthwith removed, by the owner or consignee, from the vessel in such manner and to such quarantine-ground as shall be directed by an Inspector; and all cattle shall be there kept for a period of not less than 120 days; and all sheep shall be there kept for a period of 90 days, and shall be washed, dipped, or disinfected in such manner as the Chief Inspector of Sheep shall direct.

  1. No animal shall be removed from a quarantine-ground until the same shall have been examined by a duly-qualified veterinary surgeon and an Inspector, and certified by them to be free from disease, and until a permit has been obtained from the Chief Inspector for their removal.

  2. Any animals landed from any vessel in which the same were imported, or any ship set apart as a quarantine-station for animals, without a permit from an Inspector, will be destroyed, by order of the Commissioner of Crown Lands.

  3. Any ship named, or any land defined by Proclamation in the Government Gazette as a quarantine-station for animals shall be a quarantine-ground for the purposes of these orders and regulations.

  4. All animals removed to or from a quarantine-ground without a permit from an Inspector, and all animals not removed from a quarantine-ground within twenty-four hours after an Inspector shall have granted a permit for their removal, may be sold or destroyed under order of the Commissioner of Crown Lands and Immigration; and all animals conveyed to any port in the province, or being upon any quarantine-ground, and certified by an Inspector or a veterinary surgeon to be infected with, or suffering from, any disease, shall be destroyed under order of the said Commissioner.

  5. All fodder on board of any vessel conveying animals to the province, and all fittings used in connection with such animals, or any of them, shall be disinfected and cleansed by the owner or consignee in such manner as an Inspector shall direct, or shall, if the Chief Inspector deem it advisable and so order, be destroyed by the owner or consignee; and, on neglect by the owner or consignee so to do, may be destroyed by order of an Inspector.

  6. No compensation or claim shall be allowed or payable to any person whatever for any animal, fodder, or fittings sold or destroyed under these orders and regulations.

  7. All animals on board of any vessel for the use of the passengers or crew may, or, if the Chief Inspector so order, shall, be removed by the owner in such manner, and to such quarantine-ground, as the Chief Inspector shall direct, and be there kept until such vessel is about to leave port, when the same may, under an Inspector’s permit, be reshipped.

  8. All expenses of landing, removing to, maintaining, and keeping in quarantine, and of disinfecting or otherwise treating any animal, and all expenses in connection therewith, shall be paid by the owner or consignee of such animal to an Inspector, upon demand, and before such animal shall be removed from quarantine. Until a fixed rate shall be imposed by the Commissioner of Crown Lands and Immigration, the actual cost paid or expense incurred shall be payable in respect of each animal; but, after publication of a notice by the said Commissioner in the Government Gazette fixing the amount payable for each animal landed and placed in quarantine, the amount fixed by such notice shall become, and thereafter be, payable in respect of every such animal.

  9. All expenses of destroying any animal, or of disinfecting or destroying any fodder or fittings, shall be paid by the owner or consignee thereof to an Inspector, upon demand.

  10. No fodder, nor any skin, horn, or hoof of any animal which has died on board, shall be landed from any vessel; and any fodder, skin, horn, or hoof landed contrary to this regulation shall be destroyed under order of an Inspector.

  11. Any Inspector may at any time require the owner or consignee of any animal or fittings to deposit with him such sum of money as shall be deemed by such Inspector sufficient to defray all the expenses of inspection, maintenance, disinfection, medicine, attendance, housing, transhipment, or conveyance to or from the quarantine-ground of such animal or fittings respectively, of disinfecting the vessel or conveyance in which such animal or fittings shall have been conveyed to the province or to or from a quarantine-ground, veterinary surgeon’s fees for inspection, and all costs, charges, and expenses of every description in connection with or attendant upon the introduction of any animal or fittings; and such sum of money shall be payable to the Inspector requiring the deposit thereof upon demand by him.

  12. No person (except the usual attendant on the animals on board of any vessel) shall touch or handle or place himself in contact with any animal, fodder, or fittings on any vessel without the permission of an Inspector.

  13. Every person who shall touch, handle, examine, or inspect, or come in contact with any animal on any vessel prior to its being landed, or who shall touch or come into contact with any fittings or fodder on any vessel, shall disinfect his clothes, or have his clothes disinfected in such manner as an Inspector may direct.

  14. No person shall enter or leave a quarantine-ground without the permission of an Inspector, and every person who shall enter a quarantine-ground shall clothe himself in such manner as shall be directed by an Inspector, and shall, before leaving the quarantine-ground, disinfect himself and his clothes in such manner as an Inspector shall direct.

  15. Every captain or master of any vessel who shall land, or attempt to land, or permit or suffer to be landed, any animal or any fittings of any description used in connection with any animal, or who shall remove, or attempt to remove, or permit or suffer to be removed, from or to his vessel to or from any other vessel whilst in any port in the province, any animal, fodder, or fittings, without a permit for such landing or removal from an Inspector first had and obtained, shall, for every such offence, forfeit and pay a penalty of not less than ten pounds and not more than fifty pounds.

  16. Every owner, consignee, or person who shall land, or attempt to land, or assist or to be in any way concerned in landing, or attempting to land, any animal or fittings from any vessel before a permit shall have been obtained from an Inspector for that purpose, or who shall remove, or attempt to remove, or assist or be in any way concerned in removing or attempting to remove, any animal or fittings from a quarantine-ground without a permit from an Inspector authorising such removal first had and obtained, or who shall neglect to remove any animal from quarantine within twenty-four hours after an Inspector shall have given a permit for its removal, or who shall refuse or neglect forthwith to obey any requisition, order, or direction under these orders and regulations or any of them of any Inspector, or who shall enter or leave any quarantine-ground without the permission of an Inspector, or shall obstruct or hinder any Inspector in the execution of any of his duties or powers under these orders and regulations, shall forfeit and pay for every such offence a penalty of not less than ten pounds nor more than fifty pounds.

  17. Every person who, being thereunto required by these orders and regulations, shall neglect to forward the declarations of health required by the fifth order and regulation, or any of them, to the Chief Inspector of Sheep, at Adelaide, within twenty-four hours of the arrival of any animal at Port Adelaide, or who shall neglect to give notice of their arrival pursuant to the fifth of these regulations; and every person who shall land, or attempt to land, or permit to be landed, or be concerned in landing or attempting to land, any fodder, or the skin, horn, or hoof of any animal which died on board of any vessel, shall forfeit and pay for every such offence a penalty of not less than £10 nor more than £50.

  18. Every person who shall touch, or handle, or place himself in contact with any animal, fodder, or fittings, contrary to these orders and regulations, numbered 20, shall, for every such offence, forfeit and pay a penalty of £5.

  19. Every person, being thereunto liable, who shall neglect or refuse to pay on demand by an Inspector the cost of all expenses incurred under these orders and regulations, shall, for every day during which such neglect or refusal shall continue, forfeit and pay a penalty of £25.

SCHEDULE A.

DECLARATION OF HEALTH BY BREEDER OR OWNER.

I, the undersigned [breeder or owner’s name and address in full], being the breeder [or owner] of the animals about to be shipped from the port of __ by the __, of which is the master, for the Province of South Australia, which animals are more particularly described in the Schedule below, do hereby solemnly and sincerely declare that such animals are now and have for the last preceding sixty days been free from infectious or contagious disease, and that such animals have not, nor has any of them, during the said sixty days been in contact or feeding on the same farm or pasturage, or been in the same enclosure, yard, stable, or building, with any animal infected with infectious or contagious disease, and that none of the said animals were conveyed to the aforesaid port of shipment in any cart, truck, or other vehicle [if such animals, or any of them, were so conveyed, in lieu hereof, state], and that the truck, cart, or other vehicle in which the said animals were conveyed to the aforesaid port of shipment has, for the purpose of, and before conveying such animals, been washed and disinfected. And I make this solemn declaration conscientiously believing the same to be true.
