THE following by-laws, made by the Waiuku and Wai-
pipi Road Boards, are published in accordance with
“The Road Boards Act, 1882,” and “The Counties Act,
1886.”

By-laws made by the Waiuku and Waipipi Road Boards,
in accordance with the Provisions of “The Road Boards
Act, 1882,” and “The Counties Act, 1886,” by Special
Order made on the 30th April, 1887, to provide for the
Licensing and Numbering of all Vehicles plying for Hire
for the Carriage of Goods or of Passengers either within
the Waiuku and Waipipi Road Districts, or from Places
beyond to Places within the said Districts, and to pre-
vent Unlicensed Vehicles from plying for Hire, and to
regulate the same.

For each license to use a wheeled vehicle plying for
hire for the carriage of goods or of passengers as aforesaid,
there shall be paid to the Clerk of the Waipipi Road Board
the sum of £1, and each license so issued shall be renewable
on the 1st day of January in each year. -
In every such license so granted shall be specified the
name and surname and place of abode of every owner of the
vehicle in respect of which the license is granted, and also
the number of the license. -
The owner of every such licensed vehicle shall cause to
be painted thereon, in a legible manner and conspicuous
place, the name of the district within which he intends to
ply for hire, and the number of the license issued for such
vehicle. -
If any owner of any wheeled vehicle permits the same
to be used as a vehicle plying for hire within the Waiuku
and Waipipi Road Districts (hereinafter termed “the said
districts”) without having a license in force in respect of
such vehicle from the Waipipi Road Board, or without
having the name and number as aforesaid painted on such
vehicle as aforesaid, or if any person be found driving,
standing, or in any way plying for hire within the said
districts with any such vehicle for which no such license is
in force, or without the names of the districts and the
number of such vehicle openly displayed on such vehicle,
every such person so offending shall be liable to a penalty
not exceeding £5. -
Every vehicle which has been duly licensed to carry
passengers or goods by the county, borough, or road district
to which it properly belongs shall not be liable to the license
fees contained in the foregoing clauses, provided the owner
or driver produces the license to the Clerk of the Waipipi
Road Board; and on the payment of 1s. the Clerk shall,
on being satisfied of the correctness of such license, indorse
thereon a permit to ply for hire within the said districts. -
Before issuing any license as aforesaid the Waipipi
Road Board shall be satisfied that the applicant is of good
repute, and also that the vehicle and horses are in good
order and condition; and, if at any time during the currency
of the license so granted the said Board shall be satisfied
that the holder of such license is not a suitable person, or
that the vehicle or horses are not in good and safe condition,
such licenses may be suspended or revoked.

going was made at a joint special meeting of the Waiuku
and Waipipi Road Boards, held at Waiuku, on Saturday, the
30th April, 1887, in accordance with due notice given as
required by law.

Special Order made by Masterton Road Board, County of
Wairarapa North.

THE following special order, made by the Masterton
Road Board, is published in accordance with “The
Road Boards Act, 1882.”

SPECIAL ORDER.
THAT, for the purpose of securing payment of the sum of
£710, granted to this Board under “The Government Loans
to Local Bodies Act, 1886,” a special rate of 7-16ths of a penny
in the pound be levied on the rateable value of the follow-
ing sections in the Kopuarangi Survey District: Section 35,
part Sections 76, 77, Block IX.; Sections 5, 12, part Sections
15, 16, Sections 70, 75, Block X.; Sections 36, 37, 38, Block
IX.; Sections 15, 17, 18, Block XII.; Section 19 and part
Section 20, Block IX.; Sections 12, 16, part Section 14,
Block XI.; part Sections 13, 14, Block XIII.; Sections 27,
31, Block IX.; and Sections 3, 8, Block X. Such special
rate shall be an annually-recurring rate, and will be pay-
able in two half-yearly instalments for twenty-six years;
the first half-yearly instalment to be paid on the first Monday
of January, and the second on the first Monday of July, 1888,
and on the same day in each year until the debt is liquidated.
I certify that the above special order was duly passed on
the date above mentioned.
