the business to be transacted at such special meeting, and
no other business than that so specified shall be transacted
at such meeting.
3. Any three of the said Board shall form a quorum. Any
meeting may be adjourned from time to time.
4. The members of the Board shall, at their first meeting,
and thereafter at an annual meeting to be held on the second
Saturday in January in every succeeding year thereafter,
elect one of themselves to be Chairman, who may join in the
discussion, and shall have an original as well as a casting
vote. The Chairman shall hold office until the election of
his successor.
5. If at any meeting the Chairman is not present at the
time appointed for holding the same, the members present
shall choose some one of their number to be Chairman of
such meeting.
6. If, by resignation, death, or incapacity, or otherwise,
the office of Chairman shall be or become vacant, the mem-
bers may at any monthly or special meeting appoint a
Chairman.
7. All questions shall be determined by the majority of
votes of the members of the Board present at a meeting.

Public Bodies' Leaseholds Act, 1886."

At the Government House, at Wellington, this seventeenth
day of November, 1886.
Present:
HIS EXCELLENCY THE GOVERNOR IN COUNCIL.
WHEREAS by section three of "The Public Bodies'
Leaseholds Act, 1886" (hereinafter termed "the
said Act"), it is provided that His Excellency the Governor
may, by Order in Council, from time to time declare that any
leasing authority shall be subject to the provisions of the
said Act, but that no such order shall be issued except at
the request or on the recommendation of the leasing autho-
rity on whose behalf such order is to be issued:
And whereas it has been made to appear that the Otago
Harbour Board, Dunedin, is a leasing authority within the
meaning of the said Act, and have requested His Excellency
the Governor to declare that the said Board shall be subject
to the provisions of the said Act:
Now, therefore, His Excellency Sir William Francis
Drummond Jervois, the Governor of the Colony of New Zea-
land, by and with the advice and consent of the Executive
Council of the said colony, and in pursuance and exercise
of the powers and authorities conferred on him by the said Act,
doth hereby order and declare that, from and after the date
hereof, the Otago Harbour Board shall be subject to the
provisions of "The Public Bodies' Leaseholds Act, 1886."

Declaring certain Roads in the Counties of Wairarapa East
and Waipawa to be County Roads.

ORDER IN COUNCIL.
At the Government House, at Wellington, this seventeenth
day of November, 1886.
Present:
HIS EXCELLENCY THE GOVERNOR IN COUNCIL.
IN pursuance and in exercise of the powers vested in him
by "The Public Works Act, 1882," and of all other
powers in anywise enabling him in this behalf, His Excellency
Sir William Francis Drummond Jervois, the Governor of the
Colony of New Zealand, by and with the advice and consent
of the Executive Council of the said colony, doth hereby
declare that, on and after the date hereof, the roads de-
scribed in the Schedule hereunder written shall become
county roads.
SCHEDULE.
- ALL that portion of the main road between Napier and
Wellington known as the Forty-mile Bush Road (hereinafter
called "the said road") which lies within, passes through,
or abuts upon the County of Wairarapa East. - All that portion of the said road which lies within,
passes through, or abuts upon the County of Waipawa.

him by "The Public Works Act, 1882," and of all other
powers in anywise enabling him in this behalf, His Excel-
lency Sir William Francis Drummond Jervois, the Governor
of the Colony of New Zealand, by and with the advice and
consent of the Executive Council of the said colony, doth
hereby declare that, on and after the date above mentioned,
the road enumerated and described in the Schedule here-
under written shall become a district road.
SCHEDULE.
ALL that portion of the Woodville to Palmerston Road,
from the Manawatu Gorge Bridge to the Lower Ferry, which
lies within, passes through, or abuts upon the Manawatu
Road District.

WHEREAS by an Order in Council dated the ninth day
of March, one thousand eight hundred and eighty,
and issued under the provisions of "The Public Reserves
Sale Act, 1878," it was ordered and directed that the lands
enumerated in the Schedule hereto, together with the other
lands enumerated in the Schedule to the Order in Council
aforesaid, should be submitted to public auction and be open
for sale on deferred payments:
And whereas it is expedient to revoke the Order in Council
aforesaid so far as it relates to the sections enumerated in
the Schedule hereto:
Now, therefore, I, William Francis Drummond Jervois, the
Governor of the Colony of New Zealand, in pursuance and
exercise of all powers and authorities enabling me in that
behalf, do hereby, with the advice and consent of the Execu-
tive Council of the Colony of New Zealand, revoke the Order
in Council aforesaid so far as it relates to the lands enume-
rated in the Schedule hereto.
