THE following notice, received from His Worship the Mayor of Palmerston North, is published in accordance with “The Municipal Corporations Act, 1876.”

SIR,—I have the honour to inform you that, at a poll taken on Saturday, the 11th April, 1885, in the Town Hall, Palmerston North, to decide whether the burgesses of Palmerston North are favourable or otherwise for the Council to borrow the sum of £50,000 on the security of the general rates and a special rate, for the purpose of waterworks, drainage, and street-formation within the borough, the following number of votes were recorded:—

Against the proposal .. .. 12
Informal .. .. 7

Total .. .. 342

There being 484 burgesses on the roll, and, as the number of votes given for the proposal exceeds one-half of the total number of burgesses as stated, I have declared the proposal carried.

By-laws made by Mount Eden Road Board, County of Eden.

THE following by-laws, made by the Mount Eden Road Board, are published in accordance with “The Road Boards Act, 1882.”

By-LAWS enacted by the Mount Eden District Board, at a Meeting held 22nd January, 1885, under the provisions of “The Public Health Act, 1876,” and “The Road Boards Act, 1882.”

SPECIAL ORDER.
Sanitary.

  1. No privy or earth-closet shall be permitted to exist on any allotment at less distance than 15 feet from any house or buildings used as a dwelling, or any road or footpath, and 5 feet from any boundary-fence of any occupied allotment.

  2. Every privy or closet shall have a watertight box of a size equal to and not more than 3 cubic feet, and the occupier of the premises shall cause earth or other deodorizing substances to be used daily.

  3. No person shall be allowed to bury any nightsoil or dead animal on any allotment of less area than one-fourth of an acre, unless permitted, by an order of the Board, for the purposes of manure to ground under actual cultivation; and no person shall deposit any nightsoil, dead animal, or any offensive matter, or any rubbish, on any road, by-way, or public or private vacant allotments.

  4. The owner or occupier of any premises liable to have the contents of earth-closets, privies, or any other refuse removed by the contractors authorized by the Board shall give notice to the Clerk of the Board or such other person appointed for the purpose, and every person neglecting to give such notice shall be liable to a penalty herein-after provided.

  5. Every person owning or occupying any premises upon whom a notice of the Board shall be served requiring the removal of any noisome or offensive matter shall forthwith cause the same to be removed by the contractor or such other person as the Board may permit.

  6. No stable manure, refuse from cows, pigs, &c., shall be allowed to accumulate on any premises so as to become a nuisance.

  7. No person shall be allowed to keep swine or pigs on any allotment of less than half an acre, and no pigstye or receptacle for pig-swil shall be allowed within 50 feet of any dwelling-house, road, or by-way, or the approaches to any dwellings.

The penalty for infringement or non-compliance with the foregoing by-laws shall be the same as provided for by “The Public Health Act, 1876,” and amendments thereto.
