Appointments and Regulations under “The New Zealand Government Insurance Association Act, 1884.”

ORDER IN COUNCIL.
At the Government Buildings, at Wellington, this fifth day of December, 1884.

THE HONOURABLE THE COLONIAL TREASURER PRESIDING IN COUNCIL.
IN pursuance and exercise of the powers and authorities vested in him by the ninth section of “The New Zealand Government Insurance Association Act, 1884,” and of all other powers and authorities in this behalf enabling him under the said Act, His Excellency the Governor of the Colony of New Zealand, by and with the advice and consent of the Executive Council of the said colony, doth hereby make the appointments and regulations hereinafter mentioned and set forth for conducting the first election of directors under the said Act, and doth declare that such appointments and regulations shall respectively take effect as from the date of the publication hereof in the New Zealand Gazette.
REGULATIONS.

For the purpose of conducting and completing the first election of three directors as members of the Board constituted under “The New Zealand Government Insurance Association Act, 1884” (hereinafter termed “the said Act”), Francis Eastwood Campbell, of Wellington, Esquire, Clerk of Parliaments, shall be Presiding Officer, and James Ames, of the same place, Gentleman, and Robert Smith McGowan, of Wellington aforesaid, Clerk, shall be Assistants to such Presiding Officer.

The Presiding Officer shall act in the capacity of a Returning Officer as nearly as may be; and, subject to the provisions of the said Act and of these regulations, shall decide all questions arising as to the sufficiency of the nomination of any candidate or the validity of any vote tendered on behalf of any candidate, and generally on any matter incidentally arising in or in respect of any election under these regulations.

As soon as conveniently may be after these regulations take effect, but at least five days before the day of nomination aforesaid, the Presiding Officer shall give notice in at least one newspaper published in and circulating in the cities or towns of Auckland, New Plymouth, Wanganui, Wellington, Napier, Nelson, Christchurch, Hokitika, Greymouth, Westport, Timaru, Oamaru, Dunedin, and Invercargill respectively, and at such other places as he deems expedient, of the intention to hold an election of three directors under the provisions of the said Act; but the omission to give any such notice shall not be deemed to vitiate any election.
Such notice shall be in the form contained in the First Schedule hereto, or to the effect thereof, and shall state the day of election, and the date up to which, and the place at which, nominations of candidates will be received.
- Candidates shall be nominated in writing, in the form set forth in the Second Schedule hereto or to the effect thereof, and such writing shall be signed by two policy-holders qualified to vote at the election, and also by the candidate himself. In addition to his signature, each policy-holder shall also add the number of the policy in respect of which he claims to vote.
If he hold more than one policy qualifying him to vote, it shall be sufficient to state the number of one such policy.
If the person nominated has not so signified his assent to the nomination, the Presiding Officer shall not reject such nomination if he is satisfied by any other means that such person is a candidate.

Every such nomination when so signed shall be enclosed in an envelope, and be sent by post addressed to the Presiding Officer, Government Insurance Office, Wellington, or delivered personally at the said office, addressed as aforesaid, so as to reach such Presiding Officer before noon of the twentieth day of December now instant.

The nominations of candidates for the office of director shall be made on or before the said twentieth day of December; and the election of directors shall be held at the Government Insurance Office, Customhouse Quay, Wellington, on the seventh day of January next, subject as hereinafter mentioned.

If at noon on the day of nomination it should appear that only three candidates are duly nominated for election as directors, the Presiding Officer shall thereupon, at the office aforesaid, declare each candidate elected to the office of director respectively, and in such case it shall not be necessary to provide any voting-papers as hereinafter mentioned.

The Government Insurance Commissioner (hereinafter termed “the Commissioner”) shall, previous to the day appointed for receiving nominations, and again before the hour of ten o’clock in the forenoon of the day appointed for the said election, furnish to the Presiding Officer a list or office-register showing the names, residences, and occupations of the policy-holders who are entitled to vote at the said election, and the number of each policy held by every such policy-holder qualifying him to vote (and who is hereinafter referred to as a voter); and such list or register, when verified by the said Commissioner to the satisfaction of the Presiding Officer, shall be deemed to be the complete roll of voters, and shall be used in and for the purposes of the said election.

Voting for candidates shall be by means of voting-papers, signed and completed by each voter in the manner and form hereinafter prescribed. If the voter hold more than one policy qualifying him to vote, it shall be sufficient to state the number of one such policy, after his signature, on the voting-paper.
