Committee; all excavations or deposits shall be securely
fenced to prevent accidents, and all such fences and hoardings
shall be sufficiently lighted, under a penalty, for any breach
of this by-law, not exceeding £10.
6. Any person wilfully setting fire to gorse, tea-tree, grass,
or other inflammable matter so as to endanger any adjoining
property shall be liable to a penalty not exceeding £10.
7. No swine shall be kept within fifty feet of any dwelling
or road, and all persons keeping swine shall give information
thereof to the Sanitary Inspector, in order that he may keep
proper supervision of the same.
8. No person who contracts for the removal of nightsoil
shall empty any privy, or load, carry, remove, or deposit any
nightsoil, offal, or other offensive refuse, save within the
hours of twelve midnight and four o'clock a.m., or deposit
the same in any other place than that approved of by the
Board, under a penalty not exceeding £10.
9. Any person riding or driving around the corner of any
street at a faster pace than a walk, or who shall ride or drive
upon any footpath, shall be liable to a penalty not exceeding
£10.
10. No driver of any vehicle shall leave the same un-
attended in any public thoroughfare without passing through
the near wheel or wheels a suitable chain or chains, so as
effectually to prevent the rotation of the said wheel or wheels,
under a penalty not exceeding £10.
I certify that the foregoing special order was duly passed
at a meeting of the Devonport Road Board on the 12th day
of November, 1883.

County Council, under "The Road Boards Act, 1882,"
is published in accordance with "The Counties Act 1876
Amendment Act, 1882."

SPECIAL ORDER.

THAT the boundaries of the Ormondville and Norsewood Road
Districts be altered as follows:-

Commencing at the junction of the Manga-te-Wainui
Stream with the Manawatu River, following up the Manga-
te-Wainui Stream to the boundary-line between Norsewood
Suburban Sections Nos. 124 and 125, along that boundary to
the Makotoku Road, crossing that road and following along
the south-western and north-western boundaries of Norse-
wood Suburban Section No. 166 to the Makotoku Stream;
thence up that stream to the south-western boundary of
Norsewood Suburban Section No. 151, along the south-
western boundary of Sections Nos. 151, 152, 153, and 154,
and along the south-eastern boundary of Section No. 154, to
the Ormondville Road; thence crossing that road and follow-
ing along the south-eastern boundary of Norsewood Subur-
ban Sections Nos. 84A, 85, 85A, 85B, 86, 86A, 87, 87A, and 89,
to the Kahututae-Atua Creek, down that creek to the
Manawatu River; and thence down that river to the junction
of the Manga-te-Wainui at the point of commencement.

I declare that the above special order was duly made and
passed under the provisions of "The Road Boards Act, 1882,"
and "The Counties Act Amendment Act, 1882."

MANAWATU COUNTY COUNCIL. - SPECIAL ORDER.
By-law No. 5.

ANY person turning loose any horse or horses or cattle upon
any county road, or allowing any animal or animals to
wander on any county road or thoroughfare within the county,
shall be deemed guilty of an offence against this by-law, and
shall, upon conviction, forfeit and pay any sum not exceed-
ing £1 a head and not less than 1s. per head.

I hereby certify that the foregoing special order has been
made by this Council, and in accordance with "The Counties
Act 1876 Amendment Act, 1882," clauses 32 and 33.

published in accordance with "The Road Boards Act,
1882."

BY-LAWS NOS. 1 TO 10 INCLUSIVE, FOR THE ABATEMENT OF
NUISANCES IN NO. 5 WARD OF THE OTAKI HIGHWAY
DISTRICT.

No. 1. Throwing or depositing any glass, filth, dirt, rubbish,
or matter of a similar nature upon any street, footway, court,
alley, or public place whatsoever.
No. 2. Placing any obstruction upon any street-line whereby
life or limb is likely to be endangered.
No. 3. Allowing any nightsoil or other offensive matter to
be spilt or otherwise cast on to or upon any road, street, foot-
way, or public thoroughfare.
No. 4. Leaving any dead beast on any street or public
place, or on any private property, whereby an offensive smell
is created.
No. 5. Allowing any sludge or other offensive matter to
flow over any footpath, or to flow into any street.
No. 6. Throwing any nightsoil, carrion, or offensive matter
into any stream, watercourse, or open drain, or any animal,
with the intention of drowning it, into any such stream,
watercourse, or open drain.
No. 7. Allowing the contents of any privy or cesspit to soak
therefrom so as to be offensive, or allowing any privy to
remain in full view from any public street or thoroughfare.
No. 8. All privies, waterclosets, earthclosets, and recep-
tacles for refuse shall be constructed in such form and
manner as shall be approved by the Inspector of Nuisances,
and shall at all times be subject to inspection by the In-
spector of Nuisances, who may, by notice in writing to the
occupier of the house or land upon which the same may be,
from time to time require such occupier to cleanse the same,
or cause the same to be cleansed, within a reasonable time
to be specified in such notice; and, in case of failure to
cleanse the same within such time, the Inspector of Nui-
sances may cause the same to be cleansed at the cost of
such occupier.
No. 9. Any person from time to time committing, or
knowingly permitting or suffering, any nuisance whatsoever,
within the boundaries of No. 5 Ward of the Otaki Road
District, not hereinbefore specially mentioned, shall be guilty
of an offence.
No. 10. Every person guilty of an offence under these by-
laws shall be liable for such offence to a penalty not exceed-
ing five pounds (£5); and, in every case where such offence
shall be a continuing one, to a further penalty not exceeding
five pounds (£5) for every day or part of a day during which
such offence shall be continued.
It is hereby notified and proclaimed that the foregoing by-
laws, Nos. 1 to 10 inclusive, have been duly made by the
said Road Board, and the common seal of the body corporate
has been stamped thereon, and that a copy thereof has been
sent to the Colonial Secretary.

Arrangements for First Elections, &c., Town District of
Kihikihi, County of Warpa.

HIS Excellency the Governor has been pleased to appoint

FORBES GORDON

to be the Returning Officer to conduct the first election of
five Commissioners of the Town District of Kihikihi, as
constituted under "The Town Districts Act, 1881;" also to
appoint Saturday, the 5th January, 1884, to be the time,
and the Town Hall at Kihikihi to be the place, for holding
such first elections; and also to appoint Saturday, the 12th
January, 1884, at 11 o'clock in the morning, to be the time,
and the said Town Hall to be the place, for holding the first
meeting of the Commissioners.
