Mr. W. T. Thiselton Dyer, F.R.S., C.M.G., Representative of
the Governments of New South Wales, Victoria, and South
Australia, at the International Phylloxera Congress held at
Bordeaux in October, 1881.

INTERNATIONAL PHYLLOXERA CONGRESS OF BORDEAUX.—
OCTOBER, 1881.
REPORT of W. T. THISELTON DYER, Esq., C.M.G., F.R.S.,
Representative, at the Congress, of the Governments of New
South Wales, South Australia, and Victoria.
- THE first meeting of the Congress was held at half-past 9
on the morning of the 10th of October, and the final meeting
was held on the morning of the following Saturday, the 15th. - Besides myself, Mr. Roland Trimen, F.L.S., F.Z.S., who
represented the Cape of Good Hope, was the only other
Englishman accredited to the Congress. - The other foreign delegates present were few. Italy,
Spain, Portugal, Austria, Russia, and the United States of
America were, however, officially represented. - The function of the foreign delegates was, however, for
the most part purely formal. The Congress had, in point of
fact, little that was international about it. It was essentially a
gathering of French wine-growers, with whose anxiety and
earnestness in the matter it was impossible not to be even
painfully impressed. But it was instructive to learn from their
own lips the gravity and extent of the destruction with which
the great wine-industry of France is menaced. It was no less
important to ascertain what was the opinion of practical men
as to the various methods which have been thought most
efficacious in combating the ravages of the Phylloxera. But the
real aim of the Congress seemed to be to impart information to
the small proprietors. The functions of journalism in France
in extra-political matters are curiously restricted. I learned
on good authority that in the departments north of Bordeaux
the smaller wine-growers had maintained an attitude of passive
inaction till their vines had been irremediably injured, in the
vain hope that the evil had been overstated, or that it would
in time be at least insensibly mitigated. It seemed to me that
the promoters of the Congress hoped that, by gathering a large
assembly in the wine metropolis of Western France itself, they
might produce a really vivid impression before it was altogether
too late, and stimulate a greater determination in the use of
remedial measures.

- It is difficult for foreigners to realize the magnitude of the
loss which France has suffered. I quote the following state-
ment from a short paper published last year by Mons. Ch. Joly,
a well-known authority on French vegetable industries: "The
report of the Director of Agriculture for 1880 shows that in
France, of two millions of hectares planted with vines, 558,000
hectares are entirely destroyed by the Phylloxera, and 454,000
hectares are ready to succumb; the remainder is in peril.
Forty-one departments (out of seventy-seven in which wine is
grown) are more or less attacked. As to remedial measures,
only 8,000 hectares are treated by submersion, 5,547 with
bisulphide of carbon, 1,472 with sulpho-carbonates, and 6,441
have been replanted with American vines." - The general plan of procedure adopted at the Congress was
well devised. The General Committee had appointed, some
weeks previously, three Commissions to report upon the follow-
ing subjects: (1.) a. Treatment by bisulphide of carbon and
sulpho-carbonates. (b.) Submersion. (2.) Cultivation of Ameri-
can vines, and cultivation in sand. (3.) Consideration of other
matters not submitted to the other two Commissions.
The reports of these Commissions were read to the meetings,
and formed the only practically valuable part of the proceedings
of the Congress. The discussions were prolix in the extreme,
and on three of the days lasted, with two intervals for breakfast
and dinner, from 8 in the morning till midnight. From
the point of view of a foreign delegate like myself, who came to
obtain information and not to debate, the length to which the
public business was protracted was a great hindrance. There
were no informal gatherings at which it would have been pos-
sible to converse with some of the leading wine-growers and
obtain personal information from them.
Appointing Local Body to have Authority throughout Licensing
District.

to be the local body to have authority throughout the Licensing
Districts of Levels, Geraldine, and Mount Cook.

- On two points there appeared to be no dispute. The culti-
vation of European vines can be successfully prosecuted in the
face of the Phylloxera by the adoption of two methods: (1) an
annual total submersion of the vineyard; (2) growing the vines
in soil consisting of almost pure sand.
The method of submersion has been applied with perfect
success on some of the vineyards in the delta of the Loire, where
the land is perfectly level. I myself saw a large vineyard which
was so treated. The proprietor possessed in the neighbourhood
Interpreter licensed.
