THE following Notice to Mariners, received from the
President of the Marine Board, Port Adelaide, South
Australia, is published for general information.

REFERRING to Notice to Mariners, No. 6, of 20th July, 1883,
the Marine Board now inform mariners that the whole of
the cutting through the inner bar is widened to 150 feet.

KAWHIA HARBOUR.

Marine Department,
Wellington, N.Z., 8th October, 1883.

CAPTAIN FAIRCHILD, of the Government steamer
"Hinemoa," reports that two beacons, painted white,
have been erected at Kawhia, one on the rock at the South
Head, and one on the island "Te Motu," one and a half miles
up the harbour. These beacons kept in line lead over the
bar on an E.S.E. course in 17 feet at low water. As soon as
the bar is crossed care must be taken to pay attention to the
directions in the New Zealand Pilot, which still hold good.

Authority to apply for and act under License to raise Dam
of Argyle Water-Race.

IT is hereby notified that His Excellency the Governor
has, in accordance with subsection three of section two
hundred and nineteen of "The Public Works Act, 1882,"
authorized

Mr. DENIS DOYLE

to apply to the Warden's Court at Charleston for a license,
as from the 24th of September ult., to raise the dam of the
public work known as the Argyle Water-race at Charleston,
and to exercise in respect of such license the powers specified
in part (b) of the said subsection..

Certificate of Protection granted to the Captain Cook Quartz-
Mining Company.

IN accordance with section three of "The Mines Act 1877
Amendment Act, 1879," this certificate of protection for
twelve months from 1st October, 1883, to 1st October, 1884,
is granted in favour of Thomas Lee, on behalf of the Captain
Cook Quartz-Mining Company (Limited), for their gold-
mining lease, dated 1st July, 1878 (No. 866), of 8 acres 1 rood
24 perches, Section 23, Block XIII., Lyell District.

Additions to the Scale of Fares and Charges in Force on
the New Zealand Railways.

IN accordance with section 144 of "The Public Works Act,
1882," I, Walter Woods Johnston, the Minister for
Public Works, do hereby make the following addition to
the scale of charges for the purpose specified below, such
addition to come into force forthwith:-

Goods consigned for exhibit at the Industrial Exhibition
to be held at Christchurch during December, 1883, will be
carried free on the New Zealand Railways, provided that
they shall be so carried at the sole risk of the consignors,
and that each package shall be consigned to the Secretary of
the Exhibition, and marked legibly, "For Exhibit at Christ-
church Industrial Exhibition," and that loading and un-
loading shall be done at the expense of the consignors; and
that, in event of such exhibits being sold, the full railway
charges shall be paid.

Returned exhibits, accompanied by a certificate from the
Secretary of the Exhibition that they are bond fide returns
and unsold, will be carried free on the same conditions.

Public Libraries.

Education Department,
Wellington, 20th September, 1883.

NOTICE is hereby given that the sum of £6,000 has
been voted by Parliament for distribution to public
libraries.

The distribution will take place on the 31st January, 1884,
and no claim will be considered that shall not have been sent
in in due form and received by the Secretary for Education,
Wellington, before the 22nd January, 1884.

Every public library maintained by rates will be entitled
to share in the distribution according to its income from
rates; and every library maintained by subscriptions and
voluntary contributions will be entitled to share according to
its income from subscriptions and voluntary contributions:
Provided in either case that the income for the year has not
been less than £2; and that admission to the library, if within
a borough, is open to the public free of charge.

The income of each library may be stated either for the
year ending 31st December, 1883, or for the year ending with
that day in the year 1883 on which the annual accounts of
the library were made up.

The distribution will not be in proportion to the several
incomes of the libraries; but a nominal addition of £25 will
be made to the amount of each income, and the vote of
£6,000 will be divided in proportion to the amounts as thus
augmented, but so as that no institution shall receive more
than £50, and that no payment shall be made in respect of
income derived from endowments or grants from Borough or
County Councils, or of moneys received for building purposes
and not simply for the library itself.

Application to share in the distribution must be made in
the form of a statutory declaration by the Chairman, or
Secretary, or Treasurer of the institution on behalf of which
it is made; and such declaration shall be in the following
form:-

DECLARATION.

I [Name], of [Place of abode], [Occupation], do solemnly
and sincerely declare that I am Chairman [or Secretary, or
Treasurer] of the [Name of institution]; that during the year
ending the day of , 1883, the income of the
aforesaid institution for the purposes of a library only was as
follows: From rates levied by a local governing body under
"The Public Libraries Act, 1869," pounds
shillings and pence; and from the subscriptions of
members, pounds shillings and pence; and from voluntary contributions other than mem-
bers' subscriptions, pounds shillings and
pence; and that the attached statement is a true
copy of the audited statement of the accounts of the insti-
tution for the year herein specified; and that by the rules of
the institution admission to the reading-room is open to the
public free of charge.
