Regulations to be observed in Lock Hospital, Auckland.

IN pursuance and exercise of the powers and authorities
conferred by "The Contagious Diseases Act, 1869," His
Excellency Sir William Francis Drummond Jervois, the
Governor of the Colony of New Zealand, doth hereby make
the following provisions for the moral and religious training
and instruction of the persons detained in the female re-
formatory at Auckland known as "Lock Hospital," and for
the management and government of the said reformatory,
namely:-

  1. The Lock Hospital, Auckland, is hereinafter referred to
    as "the said reformatory."
  2. "The said Act" means "The Contagious Diseases Act,
    1869." All persons committed to the said reformatory under
    the provisions of the said Act shall be under the direction
    and control of the matron, and shall be placed on such diet
    as shall be prescribed by the Visiting Surgeon to such re-
    formatory.
  3. Medical examinations under the said Act shall be
    conducted by the Visiting Surgeon, on the first and third
    Mondays in each month, at the said reformatory, at 10 a.m.
  4. Women detained in the said reformatory shall attend
    Divine service therein, in accordance with the tenets of their
    respective denominations; and ministers of all denominations
    shall have an opportunity afforded to them of conducting a
    religious service within the said reformatory.
  5. A separate register shall be kept, in a book specially
    appropriated to the purpose, in which the names of all
    women detained in the said reformatory shall be entered,
    with the religious persuasion to which they shall declare
    themselves to belong, and this register shall be open for
    inspection to all persons visiting the soad reformatory.
  6. A book shall be kept in which the date of all visits
    made by ministers of religion shall be entered by them, with
    any remarks which may appear to such ministers to be
    appropriate.
  7. Stated days and hours shall be appointed, subject to
    the approval of the Mayor of Auckland, at which ministers
    of religion may visit women of their own persuasion detained
    in the said reformatory. The time of such visits to be so
    arranged as not to interfere with any period of relaxation.
  8. In cases of dangerous illness permission may be ac-
    corded to ministers of religion to visit women detained in
    the said reformatory at other times than those regularly
    stated.
  9. No woman detained in the said reformatory shall be
    required or invited to attend any religious service, or to join
    in any religious exercise whatever, conducted by a minister
    or other person of a different denomination from that to
    which such woman belongs: Provided always that any
    woman so detained may be permitted so to attend on making
    a request in writing, or orally before witnesses, to the matron.
  10. Ministers of religion and visitors are prohibited from
    any conversation on religious or controversial subjects with
    inmates of the said reformatory not registered as of their
    own denomination, unless at the special request of the
    inmates themselves, conveyed through the matron, in the
    manner provided for in the preceding rule.
  11. All patients shall rise from and retire to bed, and shall
    observe such hours for meals, as may from time to time be
    appointed by the medical officer.
  12. All lights used by patients shall be extinguished at
    8 p.m. each evening.

    hundred and eighty-three.

    Prison, Mount Cook, Wellington;
    Miss LEILA H. LANGFORD to be Matron of H.M. Prison,
    Auckland;
    Mrs. FANNY MAHER to be an Assistant-Matron;
    SAMUEL MC WILLIAMS, C. L. O'BRIEN, ALEXANDER
    MCDONALD, THOMAS MCNULTY, WILLIAM STUART,
    WILLIAM RIDDICK, and JAMES DURKIN to be Assistant-
    Warders.

    Member of Wellington Harbour Board appointed.

    Wellington, 9th October, 1883.
    HIS Excellency the Governor has, in pursuance of the
    provisions of section forty "The Harbours Act,
    1878," been pleased to appoint
    WILLIAM FOX WHEELER
    to be a Member of the Wellington Harbour Board, vice
    William Hort Levin, resigned.

    Assistant Draughtsman, Survey Department, appointed.

    to be an Assistant Draughtsman in the Survey Department of
    New Zealand, the appointment dating from 1st June, 1883.

    lapsed under "The Volunteer Act, 1881 :"-
    James Stormont Small, late Captain;
    Daniel Ennis O'Sullivan, late Lieutenant;
    William Henry Lucas, late Sub-Lieutenant;
    Martin Henry Payne, late Honorary Surgeon.
