provided in Parts III. and IV. The term "wharf" means any part of the railway
on or adjacent to the sea or river as the case may be, or connected by a siding with
any shipping place.

Goods conveyed to or from the wharf by the railway ... Free.

On goods loaded from or into ships, but not conveyed to or from the wharf by
railway, the following rates shall be paid by the owners, masters, or agents of ships
or vessels:-

On all goods not otherwise specified, at weight or measurement as the
department may direct, per ton ... 2 6
