approve of the following by-laws passed by the
Boards of the Lower Moutere and Pangatotara High-
way Districts.

BY-LAWS PASSED BY THE LOWER MOUTERE HIGH-
WAY BOARD.
- Any person or persons guilty of any of the
following offences within the limits of the Lower
Moutere Highway District shall, on conviction of
any such offence, be liable to forfeit and pay any
penalty not exceeding the sum of forty shillings for
any one offence:— - No person shall place, or cause to be placed, any
obstruction in or upon any roadway, street, or foot-
path, by allowing any animal or vehicle to remain in,
upon, or across the same, or by placing thereon any
goods or material of any kind, or by erecting fences
in, upon, or across any roadway, street, or footpath,
