continued.

IN pursuance of the powers conferred upon me by
section 47 of "The Naval Training Schools Act,
1874," I, Thomas Dick, the Minister appointed for
the purposes of such Act, do hereby declare that,
from and after the 31st March, 1882, the Naval
Training School established at Kohimarama, in the
Provincial District of Auckland, shall cease to be a
Naval Training School.

Despatch.—Cadetships at Royal Military College.

THE following despatch and enclosures from Her
Majesty's Principal Secretary of State for the
Colonies are published for general information.
Previous despatches on the same subject were pub-
lished in New Zealand Gazettes No. 106, of the 11th
November, 1880, and No. 43, of the 29th April, 1880.

SIR,—With further reference to my predecessor's
despatch of the 25th February, 1880, I have the
honor to transmit to you, for the information of
your Government, a copy of a further letter from the
War Office, containing rules under which it has been
decided that the question of qualification should be
determined by chartered Universities to which the
privilege has been accorded of nominating to one
cadetship annually at the Royal Military College at
Sandhurst, and containing copies of the regulations
for admission, in which the terms of payment for
cadets are shown.

SIR,—With reference to your letters of the 20th
April, 1881, and the 16th December, 1880, respecting
the allocation of cadetships at the Royal Military
College to students of chartered Universities in the
Australian Colonies, I am directed by the Secretary
of State for War to acquaint you, for the information
of the Secretary of State for the Colonies, that it has
been determined to place at the disposal of each of the
Universities in the Australian Colonies to which a
charter by letters patent has been granted the
nomination to one cadetship annually, and that the
question of literary qualification shall be determined
by the University to which each candidate belongs,
under the following rules :—

A candidate recommended for a cadetship must
be within the limits of seventeen and twenty-two years of age at the date of his joining the Royal
Military College. -
The nominated candidate should be required to
join the Royal Military College within six months
of his passing the required qualifying examination,
otherwise his claim to a cadetship will lapse. -
Certificates of age and moral character for the
preceding four years to be forwarded to the Military
Secretary, Horse Guards, so as to reach him at least
one month before the date of the candidate joining at
Sandhurst, the terms commencing on the 10th Feb-
ruary and the 1st September respectively. -
It is assumed that the Colonial University
authorities will undertake the examination of these
gentlemen in geometrical drawing, this being an
obligatory subject. (See paragraphs 21 and 14 (4) of
regulations referred to below.) -
The authorities should further be requested,
when forwarding the name of a nominated candidate,
to furnish a reference to some person in this country,
who will be answerable for the cadet's contribution
so long as he remains at the Royal Military College. -
It will be necessary for the nominated candi-
date to be examined by a military or naval medical
officer at the Australian Colonies, and a certificate
stating that he is in all respects physically fit for
military service should accompany the certificates of
age and character. -
On his arrival in England the nominated candi-
date should lose no time in reporting the circum-
stance to the Military Secretary, Horse Guards, S. W. -
Candidates may at once be nominated with a
view to their joining the Royal Military College on
the 1st September next, or the 10th February, 1882. -
It should be distinctly understood that nomina-
tions should be confined to specific years, and not be
cumulative. -
Five copies of the regulations for admission to
the Royal Military College are enclosed, section III.
of which will afford information respecting the terms
of payment for cadets while at the above institution.
Mr. Childers is of opinion that, considering the
large concession which has been made by the grant
of four commissions annually to successful candidates
in competitions to be held at the Military College,
Kingston, the advantages above indicated need not be
extended to the chartered Universities in Canada.
Mr. Childers is further of opinion that the privi-
lege of holding preliminary examinations in the same
manner as is prescribed in the regulations above
referred to of gentlemen residing in the colonies
should be extended to all chartered Universities
whether in Canada or in any other colonies; but that
no competitive examinations for entry to the Royal
Military College other than those held by the
chartered Universities for the selection of their own
candidates can be held out of England; and that, in
addition to the certificate of their having qualified at
such preliminary examination, the authorities of the
chartered colonial Universities be held responsible as
to the eligibility of these candidates with regard to
age and character, and be requested to furnish cer-
tificates in proof thereof, in each case, before their
attending the further examination in this country.
In all other respects these candidates must be
subject to the rules for open competition laid down
in the above-mentioned section.
The examination in geometrical drawing may, how-
ever, be deferred until the further examination.
Failing therein, they will be disqualified, and the
examination will count as one of the trials allowed
under paragraph 7, section II., of the above quoted
regulations.
I am further directed by the Secretary of State to
point out that, with reference to the above conditions,
