  1. Where a British subject within the jurisdiction
    of the Court has a complaint to make of assault, or
    of any other offence not amounting to felony, and
    being of a private or personal character, such as is
    contemplated by section 133, which he is willing to
    have settled under the powers of said section, he may
    apply to such officer for a summons under section
    198 against the person complained of, and such
    officer shall have the powers of a Registrar of the
    High Commissioner's Court to issue such summons,
    and, on the defendant appearing, to proceed as a
    Commissioner of the High Commissioner's Court to
    promote reconciliation and settle the difference in an
    amicable way, upon such terms of compensation as
    may appear just, or to withdraw the summons should
    the complaint appear to be frivolous or not proved,
    or the defendant be unwilling to have the matter
    settled under the provisions of said section.

  2. It shall be the duty of the said officer to trans-
    mit, at the earliest opportunity, to the Registrar of
    the High Commissioner's Court, all documents in
    cases dealt with by him under this section, and to
    report his proceedings to the High Commissioner or
    Assistant High Commissioner.

  3. The said officer shall also be a Commissioner of
    the High Commissioner's Court for the purposes of
    sections 96, 97, and 98 of the said order; and it shall
    be his duty to communicate to the High Commissioner,
    or Assistant High Commissioner, or to the Deputy
    Commissioner within the district, should one be
    appointed, notice of the death of any British subject,
    and such information respecting his affairs as he may
    be able to obtain.

  4. He shall have power to take such steps for the
    preservation of the personal property as he may deem
    expedient, reporting the same forthwith to the High
    Commissioner, Assistant High Commissioner, or
    to the Deputy Commissioner as aforesaid.

  5. Such officer shall be a Commissioner, and, as
    such, an officer of the Court for the purpose of
    administering oaths, taking affidavits, declarations,
    and affirmations under subsection 2 of section 15 of
    said order.
