Delegating Powers under Sections 30, 31, and 32 of
"The Marine Act, 1867," to Napier Harbour
Board.

ORDER IN COUNCIL AND PROCLAMATION.
At the Government House, at Wellington, this
twenty-fourth day of September, 1878.
Present:
HIS EXCELLENCY THE GOVERNOR IN COUNCIL.
BY virtue of all the powers and authority in me
vested in that behalf by "The Abolition of
Provinces Act, 1875," "The Harbour Boards Act,
1870," and "The Marine Act, 1867," I, George
Augustus Constantine, Marquis of Normanby, Go-
vernor of the Colony of New Zealand, by and with
the advice and consent of the Executive Council of
the said colony, do hereby delegate unto the Napier
Harbour Board, as the same is constituted by an Act
of the General Assembly of New Zealand, intituled
"The Napier Harbour Board Act, 1875," all the
powers, duties, and authorities vested in me by
sections thirty, thirty-one, and thirty-two of "The
Marine Act, 1867:" Provided that this delegation
shall be limited to the Port of Napier, as the same is
defined by warrant dated the twentieth day of
November, one thousand eight hundred and sixty-
eight, and published in the New Zealand Gazette of
the twenty-third day of November in the same year.
Given under the hand of His Excellency the
Most Honorable George Augustus Con-
stantine, Marquis of Normanby, Earl of
Mulgrave, Viscount Normanby, and
Baron Mulgrave of Mulgrave, all in the
County of York, in the Peerage of the
United Kingdom; and Baron Mulgrave
of New Ross, in the County of Wexford,
in the Peerage of Ireland; a Member of
Her Majesty's Most Honorable Privy
Council; Knight Grand Cross of the Most
Distinguished Order of Saint Michael and
Saint George; Governor and Commander-
in-Chief in and over Her Majesty's Colony
of New Zealand and its Dependencies,
and Vice-Admiral of the same; and issued
under the Seal of the said Colony, at
the Government House, at Wellington,
this twenty-fourth day of September, in the
year of our Lord one thousand eight
hundred and seventy-eight.

ORDER IN COUNCIL.
At the Government House, at Wellington, this
twenty-first day of September, 1878.
Present:
HIS EXCELLENCY THE GOVERNOR IN COUNCIL.
BY virtue of the powers and authorities vested in
me by the eleventh section of "The Public
Reserves Act, 1877," I, George Augustus Constan-
tine, Marquis of Normanby, Governor of the Colony
of New Zealand, by and with the advice and consent
of the Executive Council of the said colony, do
hereby order and declare that the reserve made for
public recreation in the Provincial District of Canter-
bury, and known as the "Kowai Recreation Ground,"
and described in the Schedule hereto, shall be and
the same is hereby brought under the operation of
and declared to be subject to the provisions of "The
Public Domains Act, 1860," and its amending Acts;
and such domain shall hereafter be managed, admin-
istered, and dealt with in manner directed by the said
Acts.
SCHEDULE.
ALL that area in the Provincial District of Canter-
bury, containing by admeasurement three hundred
and forty-four (344) acres, more or less, being Section
