Zealand, it shall be lawful for the Governor to
appoint other Commissioners in their places: Pro-
vided that the remaining Commissioners may act
during any vacancy as though the same had not
occurred: And it is also enacted that the Governor
shall appoint any one of the said Commissioners to
be Chairman of the Commissioners: And whereas
the said James Thomas Boylan, Patrick Dignan,
William Swanson, and George Maurice O'Rorke
have resigned their offices, and the said Reader Gilson
Wood has left the colony:

Now, therefore, I, George Augustus Constantine,
Marquis of Normanby, the Governor of the Colony
of New Zealand, do hereby appoint

JONAS WOODWARD, Esquire, and
JAMES MCKERROW, Esquire,

to be Commissioners to carry out the several under-
takings authorized by the said Provincial Acts
intituled "The Public Buildings Act, 1875," in the
place and stead of the said Reader Gilson Wood,
James Thomas Boylan, Patrick Dignan, William
Swanson, and George Maurice O'Rorke; and I
appoint Jonas Woodward, Esquire, to be Chairman
of the said Commissioners.

As witness the hand of His Excellency the
Governor, this tenth day of October,
one thousand eight hundred and seventy
eight.

Appointment of Resident Magistrate's Court for
Ridings in Counties of Tauranga and Waipa, pur-
suant to the 47th Section of "The Counties Act,
1876."

NORMANBY, Governor.

IN pursuance of the powers and authorities vested
in me by the forty-seventh section of "The
Counties Act, 1876," I, George Augustus Constan-
tine, Marquis of Normanby, Governor of the Colony
of New Zealand, do hereby appoint the Resident
Magistrate's Court named in the first column of the
Schedule hereto to be the Resident Magistrate's
Court for the ridings in the Counties of Tauranga
and Waipa, named in and set opposite to such Court
in the second column of the said Schedule, to which
any person who considers himself aggrieved by his
own name or that of any other person being entered
on or omitted from the rolls of such ridings, or by
the number of votes allotted to him or to any other
person thereon being more or fewer than that to
which he or such other person is entitled under the
said Act, may apply for relief.

THE following by-laws made by the Waitaki Road
Board, and approved by His Excellency the
Governor, are hereby published for general informa-
tion.

BY-LAWS.

BY-LAWS made by the Waitaki Road Board, under
the provisions of "The Highway Boards Empowering
Act, 1871," and "The Otago Roads Ordinance 1871
Amendment Ordinance, 1874," for regulating the
manner in which its meetings shall be called and
held, and generally for regulating the conduct of its
business and proceedings.

I.—General Conduct of Business.

  1. The first business at any meeting or adjourned
    meeting of the Board shall be the reading of the
    minutes of the previous meeting.

  2. After the minutes have been submitted for
    confirmation, the Chairman or Clerk shall lay on the
    table all correspondence and statements, and submit
    all other general information that may have been
    received since the previous meeting of the Board.

  3. After the signing of the minutes as aforesaid,
    the order of business of an ordinary meeting shall
    be as follows, or as near thereto as may be practicable;
    but, for the greater convenience of the Board at any
    particular meeting thereof, it may be altered by
    resolution to that effect:—

(1.) Reading of copies of letters sent by the
authority of the Board.
(2.) Reading letters received, and considering
and ordering thereon.
(3.) Reception and reading of petitions and
memorials.
(4.) Presentation of reports of committees.
(5.) Ordinary business.
(6.) Orders of the day, including subjects con-
tinued from proceedings of former meetings.
(7.) Extraordinary business and new rules and
regulations.
(8.) Other motions of which previous notice has
been given.
(9.) Notices of motion.
(10.) Payments.

And the order of business at a special meeting
shall be the order in which such business stands in
the notice thereof.

  1. Whenever a division shall be demanded by any
    member of the Board, the members of the Board
    voting in the affirmative shall first hold up their
    hands, and then those voting in the negative shall
    hold up their hands, and the result be declared by the
    Chairman.

II.—Motions.

  1. All notices of motion shall be dated and num-
    bered, and given by the intending mover to the Clerk
    at the close of the meeting of the Board; or, if not
    required by law to be given at a meeting, then four-
    teen clear days prior to the next meeting of the
    Board, and the Clerk shall enter the same in the
    notice of motion book, in the order in which they
    may be received.

  2. No member shall make any motion initiating a
    subject for discussion but in pursuance of notice
    given as prescribed in the last preceding clause.

  3. No motion, except that for receiving the same,
    shall, unless under some urgent circumstances, be
    made on any petition, memorial, or other like appli-
    cation, until the next ordinary meeting of the Board
    after that at which it has been presented.
