  1. Water-troughs must be supplied with self-
    acting ball-cocks, enclosed in a wooden case, and kept
    locked, so that they cannot be tampered with, or the
    water turned on without the sanction of the con-
    sumer.

WATER-CLOSETS.

  1. Where it is desirable to use the water to flush
    closets, a full and complete apparatus must be pro-
    vided, comprising a ball-cock and a service system,
    fitted with a boot or division, to be carried as high as
    the top of the cistern, and capable of containing not
    more than one and a half gallons of water when filled
    within three inches of the top, and two proper valves,
    so arranged as to let down not more than one boot or
    division full of water at each pull, or be capable of
    allowing the water to run to waste, either by inten-
    tion or neglect; and must also have a down-pipe of
    lead from the cistern to the basin of not less than one
    and one quarter inches in diameter, and a proper
    basin scatterer, weighted lever, pan-trap, and other
    appliances needful to prevent such water-closets from
    becoming a nuisance, and thereby inducing an undue
    consumption of water, and the valves must be worked
    by brass rods instead of by wires or chains. Every
    self-acting or pull-down water-closet must be of a
    description approved by the Waterworks Engineer for
    the time being, and must have either a lead cistern
    similar to a pan-closet or a double valve cast-iron
    service box, of a kind approved by the Waterworks
    Engineer, and fitted with proper cover to screw on,
    and internal apparatus in all respects similar to that
    of the boot of the pan-closet above described, and a
    similar down-pipe of lead or cast-iron, and must have
    a proper wide rim flushing basin, and a trap of a kind
    approved by the Waterworks Engineer. No wire will
    will be allowed to be used in the construction of these
    water-closets.

No pipe shall be allowed to communicate, directly
or indirectly, with the basin or trap, or otherwise than
with the cistern or service-box of a water-closet or
soil-pan, and the same shall be so constructed and
used as to prevent the waste or undue consumption
of water, and the return of foul air and other noisome
or impure matter into the mains or other pipes of the
Corporation.

  1. Overflow pipes from baths will not be permitted
    unless supplied by meter.

  2. Drawing cocks must be of the best quality
    and most approved description, and must be those
    known as "screw-down valves," and in exposed or
    public places must be encased within a wood or iron
    box under lock and key.

  3. All service-pipes must be laid not less than
    twelve inches beneath the surface of the roadway
    and gutters, and in each service-pipe connected with
    the mains must be fixed with two valve-cocks, one at
    the junction of the main and protected by a strong
    wooden box, and the other within the building.

  4. All water meters must be enclosed in a wooden
    box, and the keys of both meters and boxes duly
    labelled with the name of the owner, and must be
    lodged at the Office of Water Supply. The Corpora-
    tion reserves the right to affix its own lock upon
    meters.

PATHS AND ROADS.

  1. Plumbers must leave the roads and footpaths
    in the same state of repair as they find them, and the
    trenches must be well rammed as the earth and
    metal are filled in within forty-eight hours.

Where kerbing, channelling, flagging, or asphalte
are disturbed, they shall be carefully and substan-
tially re-laid with new work at the expense of the
applicant within forty-eight hours, to the satisfaction
of the Engineer.

  1. Plumbers shall be responsible for all damage
    done or caused by them in doing any work whatever,
    and through bad workmanship or inferior material,
    and, in the event of any such damage, bad workman-
    ship, or neglect, shall be liable to have their licenses
    cancelled without any refund of deposit or fee.

WRONG OR FALSE INFORMATION.

  1. Any person who shall give to any officer of
    the Corporation false or incorrect information upon
    any matter pertaining to water supply shall be guilty
    of an offence.

  2. All work shall be done to the approval and
    satisfaction of the Waterworks Engineer or other
    officer appointed by the Council, and must be passed
    by him before the water shall be turned on at the
    main.

LAYING SERVICES.

  1. The Council may, on written application, lay
    service-pipes from the water mains to the line of
    street, and consumers shall pay to the Council (when
    the mains are laid only on one side of the street, road,
    or alley) the cost estimated from the centre of such
    roadway, street, or alley, notwithstanding the mains
    be laid upon any side of such roads aforesaid, and
    shall, previous to any permit to tap main being
    granted, deposit with the Town Clerk the Engineer's
    estimate of the cost of laying such service-pipes, re-
    ceiving, on completion of the work, any sum deposited
    in excess, or paying any sum that may be required in
    addition to cover the expense. A schedule of quan-
    tities and cost of services shall, for public information,
    be kept in the office of the Town Clerk.

PENALTIES.

  1. Any person who shall violate or fail to do or
    observe any rules, matters, or things laid down in
    these By-laws, or shall do that which he is not entitled
    or allowed to do under the authority of these By-laws,
    shall be deemed guilty of an offence, and for each
    such offence shall forfeit and pay any sum not exceed-
    ing five pounds.

Passed by the said Council, this fifteenth day
of November, one thousand eight hundred
and seventy-six.
