it is, among other things, enacted that, in order to
make provision for the granting of licenses on gold
fields and in outlying districts, it shall be lawful for
the Governor from time to time to proclaim any
district in any province of the colony, the boundaries
whereof shall be defined in such Proclamation, to be a
special licensing district, and the boundaries of such
district from time to time to alter, and to abolish any
such district: Provided that it shall be lawful for the
Legislature of any province in which any such districts
may be proclaimed, to provide and declare what fees
shall be payable for any such license, to attach
conditions to the exercise and duration of any such
license, and to impose upon the licensee such duties,
liabilities, and obligations as shall be thought fit, and
subject to the said Act to prescribe the forms, time,
and mode of granting any such licenses:
Provided further, that until any such Legislature
shall have passed any such Ordinance as aforesaid, it
shall be lawful for the Governor in Council to make
any regulations for all or any of the purposes for
which any such Ordinance may or can be passed under
or by virtue of the now reciting section, and all such
regulations shall be made with the consent of the
Superintendent of the Province in which they are to
take effect:
And whereas by a Proclamation bearing even date
herewith, a special licensing district, called "The
Kumara Special Licensing District," has been con-
stituted within the Province of Westland:
And whereas the Legislature of the said Province
has not passed any Ordinance for the purposes men-
tioned in the hereinbefore recited section, and it is
expedient that regulations should be made for such
purposes in the said district:
Now, therefore, His Excellency the Governor, by
and with the advice and consent of the Executive
Council of the Colony, in pursuance and exercise of
the power and authority vested in him in this behalf,
and with the consent of the Superintendent of the
said province, doth hereby make the following Regu-
lations for the purposes aforesaid.
REGULATIONS.

The words "Licensing Officer" shall mean the
person who may for the time being be appointed by
the Governor to grant licenses in the Kumara
Special Licensing District. -
The Licensing Officer may issue licenses, in the
form set forth in the Schedule hereto, for the sale of
alcoholic liquors within the said special licensing
district, upon payment of a fee of thirty pounds. -
All such licenses shall be made to expire on the
30th day of June, 1877. -
The house and premises in respect of which any
such license may be granted shall not be opened, except
for the accommodation of and to supply refreshments
to bona fide travellers, before six o'clock in the
morning, and shall be closed at ten o'clock at night;
provided that upon payment at the time of issue of
the license of an extra fee of ten pounds, permission
may be given to keep open the licensed premises
until twelve o'clock p.m., and such permission shall
be in writing indorsed upon the license and signed
by the Licensing Officer. -
No such licensed house or premises shall be
opened for the sale of alcoholic liquors on Sundays,
except in the case of bonâ fide travellers as aforesaid. -
The accommodation to be provided in respect
of any house or premises for which a license shall be
granted shall be such as shall be approved of by the
Licensing Officer. -
The Licensing Officer may at the time of issuing
any license indorse upon the same such conditions
respecting the exercise thereof as he may think fit,
and may in like manner impose upon the licensee
such duties and obligations as such Licensing Officer
may think fit; and if any licensee shall be guilty of
any breach of any of the conditions which may be so
attached, or shall neglect or fail to observe any of the
duties or obligations which may be so imposed, it
shall be lawful for the Licensing Officer to cancel or
to suspend, for such length of time as such Licensing
Officer may think fit, the exercise of the license of
the person so offending. -
The Licensing Officer may at any time cancel
any license which may be current in the said Special
Licensing District if it shall be proved to his satis-
faction that the licensed house is conducted in an
improper manner; and such cancellation shall be
deemed to be complete when notice thereof under
the hand of such Licensing Officer shall have been
delivered to the licensee, or left at or affixed to some
conspicuous part of the licensed premises. -
The Licensing Officer may authorize the trans-
fer of a license from one house to another, or from
one person to another, as he may think fit, on pay-
ment of a fee of five pounds. -
The Licensing Officer shall cause notice to be
posted in at least six conspicuous places in the
Special Licensing District specifying the time and
place, or times and places, at which applications for
licenses and transfers of licenses will be heard. -
Except in so far as they may be inconsistent
with or contrary to the provisions of section 39 of
"The Licensing Act 1873 Amendment Act, 1874,"
and to these Regulations, the whole of the laws now
in force within the Province of Westland for the
regulation of the sale of alcoholic liquors shall be
applicable to all licenses granted hereunder; and,
excepting as aforesaid, any such licensee shall be
deemed to have imposed upon him all the duties,
liabilities, and obligations which are imposed upon the
holders of publicans' licenses under the said laws.
