In the matter of a Bill to be intituled "An Act to
dissolve the Corporation of the City of Dunedin,
and to re-incorporate the Citizens of and con-
solidate and amend the Laws relating to the
said City."
NOTICE is hereby given, that application is in-
tended to be made to the General Assembly of
New Zealand, at the next ensuing Session thereof,
for leave to bring in a Bill to be shortly intituled
"The Dunedin Municipal Act, 1876," and that the
objects of such Bill will be as follow, that is to say,-
To dissolve the Corporation of the City of Dunedin
as the same (hereinafter called " the old Corporation")
now exists; to repeal the several Acts and Ordinances
specified in the First Schedule to the said Bill to
the extent in such Schedule stated, and so far only as
the City of Dunedin is concerned; to extend, alter,
and re-define the boundaries of the said city, and to
divide the same into six wards, and to define the
boundaries of such wards respectively; to re-incor-
porate the citizens of the said city under the name or
style of "The Corporation of the City of Dunedin"
(hereinafter called "the new Corporation"); to
transfer all the real and personal property, rights, and
liabilities of the old to the new Corporation; to
transfer from James Macandrew, Esquire, Superin-
tendent of the Province of Otago, to the new Cor-
poration, all and singular the lands comprised and
described in the Schedule to "The Local Municipal
Estate Ordinance, 1857," to be held by the said new
Corporation for purposes of public utility, as in the
said Bill mentioned. To transfer from the said
Superintendent to the said new Corporation all land
reserves at present held by the said Superintendent
for purposes of public recreation and utility for the
Town of Dunedin and its inhabitants, to be held by
the said new Corporation for the same or the like
purposes. To provide for the qualification and en-
rolment of the citizens of the said city, the constitu-
tion of the Council, and the election of the Mayor,
Councillors, Auditors, and Assessors of the said city.
To regulate the proceedings of the said Council, the
ouster from office of any person unduly elected to,
or unlawfully exercising, any civic office as mentioned
in the said Bill. To regulate the appointment of
officers, the making of contracts, and keeping of ac-
counts by the said Council. To provide for the
raising of rates by the said Council upon all rateable
property within the said city. To authorize the said
Council to impose, collect, and receive tolls in re-
spect of public highways. To provide for the manage-
ment of all streets and roads within the said city.
To vest in the said Council the control and manage-
ment of the Waterworks and Gasworks belonging to
the said new Corporation, and to regulate the supply
of water and gas for the public and private use
of the inhabitants of the said city, with such
special rating powers in respect of such supply of
water and gas as are mentioned in the said Bill. To
empower the said Council to construct, carry out,
and regulate a thorough system of sewerage and
drainage for the said city, with such special rating
powers in that behalf as are mentioned in the said
Bill. To empower the said Council to establish,
control, and regulate markets, abattoirs, baths and
wash-houses within or without the said city. To
regulate the construction and use of buildings and
places for theatrical or any other kind of public
entertainment. To contain penal provisions and to
confer upon the said Corporation and its officers
plenary powers for the effectual suppression of dis-
orderly or gambling houses, houses of ill fame, and
for the prevention of gambling of every kind,
lotteries, sweeps, betting, and any disorderly or im-
moral practices in any public-house or public place
in the said city, and for the prevention and suppres-
sion of noisome, noisy, or offensive trades, and all
other public nuisances whatsoever within the said
city. To compel manufacturers, millowners, and
others to consume their own smoke; to compel
proper ventilation in all public and private buildings
in the said city; to compel householders in the said
city to use brick cesspools or earth-closets, and to
observe such sanitary regulations as the said Council
shall make for the preservation of public health. To
prevent bribery, corruption, and improper practices
at civic elections, and to prevent animals from being
slaughtered within a certain distance of the said city.
To provide for the extension of the boundaries of the
said city. To empower the said Corporation to take
private lands for public purposes, giving fair com-
pensation for the same; to make drains through or
upon any private lands; to acquire by purchase or
lease one or more parcel or parcels of land in the
