THE NEW ZEALAND GAZETTE.

  1. It shall not be lawful to vote or appropriate
    any sum of money exceeding fifty pounds except on
    motion or by tender duly called for by the Board, of
    which notice has been given.

ORDER, ETC., OF DEBATE.

  1. The Chairman shall put the question first in
    the affirmative, then in the negative; and after the
    question has been put, and his decision given thereon,
    a division may be called for, and the Chairman shall
    declare the result thereof.

  2. An entry of the division list shall be made by
    the Secretary in the Minute Book.

  3. Any member desirous of making a motion or
    amendment, or taking part in discussion thereon, shall
    rise and address the Chairman, and shall not be in-
    terrupted unless called to order, when he shall sit
    down until the member calling to order shall have
    been heard thereon and the question of order disposed
    of, when the member in possession of the Chair may
    proceed with the subject.

  4. Any member desirous of proposing an original
    motion or amendment must state the nature of the
    same before he addresses the meeting thereon.

  5. No motion or amendment shall be discussed or
    put to the vote of the meeting unless it be seconded.

  6. No motion or amendment shall be withdrawn
    without leave of the meeting.

  7. A member proposing a motion shall be held to
    have spoken thereon; but a member merely second-
    ing a motion shall not be held to have spoken upon it.

  8. If two or more members rise to speak at the
    same time, the Chairman shall decide which is entitled
    to priority.

  9. No member shall speak a second time on the
    same question, unless entitled to reply or in explanation
    when he has been misrepresented or misunderstood.

  10. The Chairman shall decide on all points of
    order or practice without discussing or commenting
    on the same, and his decision in each case shall be final.

  11. No member shall digress from the subject-
    matter of the question under discussion, or comment
    upon the words used by any other member in a pre-
    vious debate.

  12. A member called to order shall sit down unless
    permitted to explain.

  13. Any member may, as a right, demand produc-
    tion of any documents of the Board that apply to the
    question under discussion.

  14. All motions, whether original motions or
    amendments, shall be in writing, signed by the
    mover, and delivered to the Chairman immediately
    on their being moved and seconded.

  15. No second or subsequent amendment, whether
    upon an original proposition or on an amendment,
    shall be taken into consideration until the previous
    amendment is disposed of.

  16. If an amendment be carried, the question or
    amendment as amended shall become itself the ques-
    tion or amendment, whereupon any further amend-
    ment upon any portion of the question or amendment,
    coming after such first-mentioned amendment, may be
    moved.

  17. If an amendment be negatived, then a second
    may be moved to the question to which the first
    amendment was moved; but only one amendment shall
    be submitted to the meeting for discussion at a time.

  18. The mover of every original proposition, but
    not of any amendment, shall have a right to reply,
    immediately after which the question shall be put
    from the Chair; but no member shall be allowed to
    speak more than once on the same question, unless
    permission be given to explain, or the attention of
    the Chair be called to a point of order.

  19. Any one or more of the by-laws herein con-
    tained may be suspended for that sitting on motion,

duly seconded, made without notice, provided that
six members be present and consent thereto; but
notice shall always be given when practicable.

LAPSED QUESTIONS.

  1. If a debate on any motion, moved and seconded,
    be interrupted by the number of the members present
    becoming insufficient for the transaction of business,
    such debate may be resumed at the point where it
    was so interrupted on motion upon notice.

  2. If a debate on any order of the day be inter-
    rupted by such insufficiency of number as aforesaid
    happening, such an order may be restored to the
    Notice Paper for a future day on motion upon notice,
    and then such debate shall resume at the point where
    it was interrupted.

COMMITTEES.

  1. Committees may be appointed from time to
    time at any ordinary meeting of the Board, upon due
    notice being given, for carrying into effect any of the
    purposes for which the Board has been appointed,
    with such powers and under such instructions, direc-
    tions, or limitations as shall appear to the Board ex-
    pedient, and two-thirds of the members of such com-
    mittee shall form a quorum.

  2. The notice of motion for the appointment of
    any committee shall contain the names of the mem-
    bers proposed to serve on such committee, including
    the mover.

  3. Minutes of all proceedings of committees, num-
    bered in consecutive order, shall be entered in the
    committee's Minute Book, and, being signed by the
    chairman of the committee, shall be reported to the
    Board.

  4. The Secretary shall convene every committee
    within ten days of its first appointment, or at any
    other time thereafter by order of the chairman, or
    any two members of the committee.

PETITIONS.

  1. No petition shall be presented except by a
    member of the Board; nor shall any petition be pre-
    sented after the meeting shall have proceeded to the
    orders of the day.

  2. It shall be incumbent on every member pre-
    senting a petition to acquaint himself with the con-
    tents thereof, and to ascertain that it does not con-
    tain language disrespectful to the Board.

  3. Every member presenting a petition shall write
    his name at the beginning thererof.

  4. Every petition shall be in writing, and shall con-
    tain the prayer of the petitioners at the end thereof.

  5. Every petition shall be signed by the persons
    whose names are appended thereto by their names
    or marks.

  6. No letters or affidavits or other documents
    shall be attached to any petition.

  7. Every member presenting a petition shall con-
    fine himself to a statement of the persons from whom
    it comes, of the number of signatures attached to it,
    and of the material allegations contained in it, and
    to the reading of the prayer thereof.

OFFICERS.

  1. All salaries for officers under the control of
    the Board shall be voted annually, and all engage-
    ments entered into between the Board and its officers
    shall be terminable upon one month's notice being
    given on either side. In all cases of misconduct or
    incapacity on the part of officers, the Chairman shall
    have power to suspend any officer until the next
    meeting of the Board, when the matter shall be then
    duly reported.

  2. In all cases where any of the officers of the
    Board are intrusted with the care or control of the
    funds of the Board, security shall be given to the
