Consent for Contractor to alter Bridge over the
River Ashley.

ORDER IN COUNCIL.
At the Government House, at Wellington, this
twenty-eighth day of May, 1873.
Present:
HIS EXCELLENCY THE OFFICER ADMINISTERING
THE GOVERNMENT IN COUNCIL.
WHEREAS a certain contract was made and
entered into on the seventeenth day of
February, one thousand eight hundred and seventy-
three, between the Minister for Public Works, in the
name and on behalf of Her Majesty the Queen, of the
one part, and Edward George Wright, Contractor, of
the other part, for the construction in New Zealand,
by the said Contractor, of a Bridge over the River
Ashley, in the Province of Canterbury: And
whereas by the fifth section of the general condi-
tions of the said contract, in pursuance of the
provisions and requirements of the twenty-
fifth section of "The Immigration and Public
Works Act, 1870," it is provided, inter alia,
that the Contractor is to make and execute, in
manner and with the materials in the said conditions
provided and specified, any additions, deviations, or
alterations to, from, or in the works which the Engi-
neer for the time being who shall have principal
charge of the works on behalf of the Government
may from time to time, previously to the commence-
ment or during the progress of the works, by an
order in writing, require, at and for such prices or
rates as shall be agreed upon in writing between the
Contractor and the Minister for Public Works; but
no additions, deviations, or alterations whatever which
shall be claimed by the Contractor will be admitted
or recognized under any circumstances, or will be
allowed or paid for, which shall be done or executed
without or contrary to any previous order from the
Engineer in writing as aforesaid: Provided always
that no addition, deviation, or alteration from the
plans and specifications to be ordered by the Engineer
as aforesaid, shall involve an increased expenditure
in connection with the works or any part thereof,
unless distinctly authorized by writing under the
hand of the Minister for Public Works, who, before
authorizing any such deviation, shall obtain from the
Engineer an estimate of the increased expenditure
arising therefrom: Provided also that in all cases
where such deviation, addition, or alteration as last
aforesaid from the plans and specifications shall in-
volve an outlay exceeding Β£500, the consent of the
Governor in Council shall first be obtained. And in
all cases it shall be the duty of the Contractor to
satisfy himself that such addition, deviation, or altera-
tion (if any) has been duly authorized in the manner
required by "The Immigration and Public Works
Act, 1870;" and also, that to any such outlay as afore-
said, requiring the consent of the Governor in Council
as aforesaid, such consent has been obtained as
required by the said Act: And whereas at the
request of the Provincial Government of Canterbury
it has been determined to construct the above-named
bridge to carry the broad guage instead of the
narrow guage as originally intended, in addition to
deviation from or alteration in the works previously
determined upon in connection with the said bridge:
And whereas the said Minister of Public Works has
received from the Engineer aforesaid an estimate of
the increased expenditure arising from the said
alteration, addition, or deviation aforesaid, and has
authorized, by writing under his hand, such addition
to, deviation from, or alteration in the said works:
And whereas such deviation, addition, or alteration
as last aforesaid will involve an outlay exceeding five
hundred pounds:
Now therefore, His Excellency the Administrator
of the Government, by and with the advice and con-
sent of his Executive Council, and in exercise and
pursuance of all powers and authority in this behalf
in him vested, doth hereby consent to the said addi-
tion, alteration, and deviation, and the said increased
expenditure, provided such increased expenditure do
not exceed five thousand pounds.

Altering Regulations for the Sale of the Township
of Ormond.

ORDER IN COUNCIL.
At the Government House, at Wellington, this
eleventh day of June, 1873.
Present:
HIS EXCELLENCY THE OFFICER ADMINISTERING THE
GOVERNMENT IN COUNCIL.
WHEREAS by "The New Zealand Settlements
Act, 1863," it is provided that after setting
apart sufficient land for all persons who shall be en-
titled thereto under the contracts therein referred to,
it shall be lawful for the Governor in Council to cause
towns to be surveyed and laid out, and also suburban
and rural allotments; and that all such towns,
suburban and rural lands shall be sold, occupied, and
disposed of for such prices, in such manner, and for
such purposes, upon such terms, and subject to such
regulations as the Governor in Council shall, from
time to time, prescribe for that purpose: And
whereas by "The New Zealand Settlements Amend-
ment and Continuance Act, 1865," it is enacted that
the order and manner in which land taken under the
authority of "The New Zealand Settlements Act,
1863," and "The New Zealand Settlements Amend-
ment and Continuance Act, 1865," should be laid out
for sale and sold, should be at the discretion of the
Governor, who shall have power to cause such land,
or any part thereof, to be laid out for sale and sold
from time to time, in such manner, for such consider-
ation, and in such allotments as he shall think fit,
and subject to such regulations as he shall, with the
advice of the Executive Council, from time to time
prescribe:
And whereas by "The New Zealand Settlements
Amendment Act, 1866," it is provided that the said
lands shall be sold for such consideration, or at
such price, and whether for cash or otherwise, as the
Governor shall from time to time prescribe; and
that all lands taken under the authority of the said
"New Zealand Settlements Act, 1863," and "The
New Zealand Settlements Amendment, and Continu-
ance Act, 1865," or either of them, and sold or dis-
posed of under the authority of the said first recited
Act, shall be sold or disposed of under regulations
to be made by the Governor in Council, which
regulations shall be published in the New Zealand
Gazette: And whereas by Orders in Council issued
under the hereinbefore in part recited Acts, dated
respectively the eleventh day of May, one thousand
eight hundred and seventy-one, and the eight day
of March, one thousand eight hundred and seventy-
three, the Governor did make certain regulations
for the sale and disposal of the lands taken under
the said Acts as therein mentioned: And whereas
by one of the said regulations it is provided that all
town land shall be sold in quarter acre sections, at
an upset price fixed as therein mentioned, which
