A PROCLAMATION.
W HEREAS by "The Municipal Corporations
Waterworks Act, 1872," it is, among other
things enacted, that the said Act may be brought
into operation in and for any borough within any
Province, by an Act or Ordinance of the Superin-
tendent and Provincial Council of such Province, as
therein mentioned: And by the said Act it is also
provided that the Corporation of the City of Dunedin
shall be exempt from the operation of the hereinbefore
in part recited clause; and that the said Act may be
brought into operation immediately after the passing
of the said Act, by Proclamation of the Governor:
Now therefore, I, Sir George Ferguson Bowen, the
Governor of the Colony of New Zealand, in pursuance
and exercise of the power and authority vested in me
for that purpose by the said Act, do hereby proclaim
and declare that "The Municipal Corporations Water-
works Act, 1872," shall, from and after the day of the
date hereof, be in operation in the City of Dunedin
aforesaid.
Given under the hand of His Excellency Sir
George Ferguson Bowen, Knight Grand
Cross of the Most Distinguished Order
of Saint Michael and Saint George,
Governor and Commander-in-Chief in
and over Her Majesty's Colony of New
Zealand and its Dependencies, and Vice-
Admiral of the same; and issued under
the Seal of the said Colony, at Wellington,
this twenty-second day of November, in
the year of our Lord one thousand eight
hundred and seventy-two.

ORDER IN COUNCIL.
At the Government Buildings, at Wellington, this
twentieth day of November, 1872.
Present:
THE HONOURABLE THE PREMIER, PRESIDING, AND
MEMBERS OF THE EXECUTIVE COUNCIL.
W HEREAS by "The Wellington Special Settle-
ments Act, 1871," it is, among other things,
enacted that it shall be lawful for the Superintendent
of the Province of Wellington, with the advice of his
Executive Council, by Proclamation in the Govern-
ment Gazette of the said Province, to set aside out of
the waste lands within the Province of Wellington
the Native title of which has been extinguished, any
block or blocks for the purpose of special settlement,
not exceeding in the whole one hundred thousand
acres, on such terms as may be sanctioned by the
Governor in Council, anything in the existing Regu-
lations for the management or disposal of the waste
lands in the Province to the contrary notwith-
standing:
And whereas the said Superintendent, with the
advice of his Executive Council as aforesaid, hath
proposed to set aside the block of land in the Town-
ship of Foxton, in the Manawatu District, in the
said Province, described in the First Schedule hereto,
containing eight thousand acres, more or less, as a
Special Settlement under the said Act, for the mem-
bers of an Association formed in England for the
growth, cultivation, and manufacture of the Phor-
mium tenax or Flax, upon a large scale, and which
said Association is represented at present by Falconer
Larkworthy, Esquire, of London, Banker, upon the
terms hereinafter mentioned:
And whereas the said Superintendent, with the
advice of his Executive Council as aforesaid, hath
requested the Governor to sanction the said terms:
Now, therefore, His Excellency Sir George Fer-
guson Bowen, the Governor of the Colony of New
