A PROCLAMATION.

WHEREAS by the thirty-ninth section of "The
Southland Waste Lands Act, 1865," it is
enacted that grants of Waste Lands of the Crown
may be made by way of part payment for the con-
struction of such works as are therein mentioned,
subject, however, to certain regulations in the said
section provided; and amongst others, that no greater
amount of land than one thousand acres in the
aggregate shall in any one year be granted under the
provisions of the said section, without the special
recommendation of the Provincial Council, confirmed
by the Governor in Council by a Proclamation pub-
lished in the New Zealand Gazette: And whereas
the Provincial Council of Otago did, on the thirtieth
day of May, one thousand eight hundred and seventy-
two, by a Resolution, make a recommendation in the
words following, that is to say:---

"That this Council specially recommends, in terms
of the thirty-sixth section of "The Southland Waste
Lands Act, 1865," that a grant of land not exceeding
ten thousand acres be made for works and other
expenses in connection with the completion of the
Oreti and Bluff Harbour and Invercargill Railways
in that portion of the Province of Otago lately known
as the Province of Southland:"

And whereas it is expedient that the said recom-
mendation should be confirmed in the manner in the
said Act provided:

Now therefore, His Excellency the Governor, in
exercise of the said hereinbefore recited power and
authority, and with the advice and consent of the
Executive Council, doth hereby confirm, and proclaim
and declare that he confirms, the hereinbefore recited
recommendation of the Provincial Council of Otago.

Given under the hand of His Excellency Sir
George Ferguson Bowen, Knight Grand
Cross of the Most Distinguished Order
of Saint Michael and Saint George,
Governor and Commander-in-Chief in
and over Her Majesty's Colony of New

Zealand and its Dependencies, and Vice-
Admiral of the same, at the Government
House, at Wellington; and issued under
the Seal of the said Colony, this third
day of September, in the year of our Lord
one thousand eight hundred and seventy-
two.

A PROCLAMATION.

WHEREAS by an Act passed in the Session of
Parliament held in the fifteenth and sixteenth
years of Her Majesty's reign, intituled "An Act to
grant a Representative Constitution to the Colony of
New Zealand," it is, amongst other things, enacted
that no Bill which shall be reserved for the significa-
tion of Her Majesty's pleasure thereon shall have
any force or authority within the Colony of New
Zealand until the Governor of the said Colony shall
signify by Speech or Message to the Legislative
Council and House of Representatives of the said
Colony, or by Proclamation, that such Bill has been
laid before Her Majesty in Council, and that Her
Majesty has been pleased to assent to the same:

And whereas a certain Bill passed by the Legisla-
tive Council and House of Representatives of the
said Colony, intituled "An Act to enable Provincial
Legislatures to make Laws affecting Public Roads
and Watercourses," was presented to the Governor
of the said Colony for Her Majesty's assent, and the
said Bill was reserved for the signification of Her
Majesty's pleasure thereon:

Now therefore, I, the Governor of New Zealand,
in pursuance of the provisions of the said in part
recited Act, do by this Proclamation signify and
proclaim to all whom it may concern that the said
