last line, to the prolongation of western boundary of
Dublin Street; thence south-westerly, at an angle of
155° 50′, 245 links; thence south-westerly, at an
angle of 125°, 250 links; thence again south-westerly,
at an angle of 140°, 100 links; thence north-westerly,
about 65 links; and thence bounded towards the
North by inner edge of Reclaimed Land to the com-
mencing point, and containing 10 acres 1 rood 29
perches, more or less; the boundaries whereof are
more particularly delineated upon the plan of the
said area deposited in the office of the Colonial
Secretary, Wellington.

ORDER IN COUNCIL.

At the Government House, at Wellington, this
twenty-first day of August, 1872.

Present:

HIS EXCELLENCY THE GOVERNOR IN COUNCIL.

WHEREAS by an Act of the General Assembly
of New Zealand, intituled "The Electric
Telegraph Act, 1865," the Governor of New Zealand
is empowered to establish lines of Electric Telegraph
and to purchase any lines of Electric Telegraph then
existing: And whereas by the said Act it is, amongst
other things, enacted that it shall be lawful for the
Governor, by Order in Council, to make regulations
for the transmission and delivery of all despatches,
messages, and communications by means of any such
line, and in like manner to fix and determine the
fees, rates, or dues to be demanded and received for
the transmission of any such despatch, message, or
communication, and for the delivery thereof, respec-
tively, and the modes and times of payment, and to
regulate the conduct, management, working and
maintenance of any such Telegraph Line, and any such
fees, rates, dues or regulations from time to time to
increase or lower, repeal, alter, or vary respectively,
and direct and make such others as may be deemed
expedient, and such fees, rates, and dues may be
legally recovered; and such regulations shall have
the force of law when published in the Government
Gazette of the Colony:

And whereas by an Order in Council duly made
and issued, bearing date the eighteenth day of
September, one thousand eight hundred and sixty-
nine, the Governor in Council did, in pursuance of
the said recited power and authority, make certain
regulations for the transmission of any such de-
spatches, messages, or communications by means of
any line of Telegraph which had been or hereafter
should be established or purchased under the powers
conferred by the said Act: And whereas it is
expedient to revoke certain of the above-mentioned

lieu thereof:

Now therefore, His Excellency Sir George Fer-
guson Bowen, the Governor of the Colony of New
Zealand, in pursuance and exercise of the powers
vested in him by the hereinbefore recited Act, doth,
with the advice and consent of the Executive Council
of New Zealand, revoke the regulations numbered
five and six of the Regulations so made as afore-
said, and in lieu thereof doth make the Regulations
for the Transmission of Telegrams contained in the
Schedule hereto: And in further pursuance and
exercise of the said powers, and with the like advice
and consent as aforesaid, His said Excellency doth
hereby order and declare that such revocation shall
take effect from and after the twenty-first day of
August, one thousand eight hundred and seventy-
two, and that these Regulations shall be read with
and form part of the said Regulations.

SCHEDULE.

  1. TELEGRAMS will be transmitted in the following
    order of priority:-

(1.) Telegrams of the General or Provincial
Government marked urgent, -General Go-
vernment Telegrams having precedence.
(2.) Telegrams relative to the arrest of criminals
or persons accused, or the discovery or pre-
vention of crime.
(3.) Telegrams relating to cases of pressing
emergency, such as accident, sickness, or
death, may be transmitted in priority to any
others.

Subject to the above exceptions, all telegrams will
be transmitted in the order in which they may be
received by the officers of the Department.

  1. In order to prevent a monopoly of the line by
    any one company or individual, when several tele-
    grams are presented for transmission about the same
    time, and any one of these telegrams is of considerable
    length, then no officer shall transmit more than two
    hundred words of any such telegram at one time.

WHEREAS by "The Harbour Boards Act, 1870,"
it is, among other things, enacted that the
Governor may, by Order in Council, from time to
time delegate to any Harbour Board constituted
thereunder all or any of the powers and authorities
vested in him by the provisions contained in the
seventh and tenth sections of "The Marine Act,
1867," subject to any regulations, restrictions, or
stipulations that may be specified in any such Order,
and every such delegation may from time to time
alter or revoke: And whereas by an Order in
Council made the twenty-fifth day of October, one
thousand eight hundred and seventy-one, and pub-
lished in the New Zealand Gazette of the third
day of November, in the same year, the Governor of
the Colony of New Zealand, in pursuance and exer-
cise of the power and authority therein mentioned,
did delegate unto the Auckland Harbour Board
such of the powers and authorities vested in the
Governor by the seventh section of "The Marine
Act, 1867," as are mentioned and set forth in the
Schedule thereto annexed, as in the said in part
