eight perches, more or less, situate in the Town of
Goldsborough, bounded on the Westward by Clarke
Street, two hundred and four (204) links; on the
Northward by Larkin Street, sixty-seven (67) links;
on the Eastward by section 54, two hundred and
fifty-seven (257) links; and on the Southward by a
straight line, two hundred and twenty-one (221)
links. For the uses of the Roman Catholic Church.

Lot No. eighty-one (81) (in red), containing one
rood nine perches, more or less, situate in the Town
of Goldsborough, bounded on the Southward by the
north boundaries of sections 68, 1, 2, and 3; on the
Westward by the Waimea Creek; on the North-
ward by a straight line, seventy-five (75) links from
and parallel to the southern boundary; and on the
Eastward by the Waimea Creek. For the purposes
of a flood channel.

SIR,-I transmit to you, for your information and
guidance, a copy of a letter from the Secretary of
State for Foreign Affairs to the German Ambassador
at this Court, announcing a change in the practice
observed in recognizing Vice-Consuls and other
Consular Officers whose appointments do not call for
the issue of Her Majesty's Exequatur.

You will in future be pleased to observe the altered
rules.

MONSIEUR L'AMBASSADEUR, - In reply to your Excel-
lency's note of the 22nd ultimo, I have the honor to
inform you that the practice, as regards the recog-
nition of Consular Officers in Her Majesty's Colonial
Possessions, has, up to the present time, been as
follows:-

In cases in which Her Majesty's Exequatur is
required, such Exequatur has been issued upon
application made direct to the Secretary of State for
Foreign Affairs, after due communication with the
Colonial Authorities.

In cases in which no Exequatur is required, and
the appointment of a Vice-Consul or Consular Agent
is notified by a Consul-General or Consul of a
Foreign Power to the Colonial Authorities, no direct
communication being made to the Foreign Office by
the Representative of such Power, the Colonial
Authorities have been required, before recognizing
the appointments, to submit them to the sanction of
Her Majesty's Government.

In cases of temporary appointments only, such
as appointments to fill provisionally the place of a
deceased Consular Officer, or of a Consular Officer
going on leave, the Colonial Authorities have been
authorized to recognize nominees, if they have seen
fit to do so, pending a reference to Her Majesty's
Government.

Such has been hitherto the practice, and it was to
these rules that the Governor of British Guiana
adhered in the case specially referred to in your

Excellency's note; but I have to inform you that it
has been determined so far to modify the practice as
to authorize the Colonial Authorities to recognize in
future, when they may see fit, permanent appoint-
ments of Vice-Consuls or Consular Agents notified
by resident Consuls-General or Consuls, for the
validity of which the issue of Her Majesty's Exequatur
should not be required, it being however understood
that, as in cases of temporary appointments, such
recognitions will be only provisional until the sanction
of Her Majesty's Government for absolute recognition
shall be obtained.

I have to add that instructions will be sent to the
Governor of British Guiana to recognize Mr. Leon
as Consular Agent for the Empire of Germany at New
Amsterdam.

"Wanganui Hospital Act, 1872;"
"An Act to amend the Acts of the Superin-
tendent and Provincial Council relating to
Toll Gates;"
"The Fencing Act, 1872;"
"The Diseased Sheep Act, 1872;"
"The Impounding Act Amendment Act, 1872;"
"The Wanganui Freemasons Land Sale Act,
1872;"
"Reclaimed Land Sale Act, 1872;" and
"The Appropriation Act, 1872;"

having been laid before the Governor, His Excellency
has not been advised to exercise his power of dis-
allowance in respect to them.
