The Officer on his part should inform the Hospital
Authorities as soon as possible whenever any Seaman
in Hospital is discharged, and should make them
clearly understand that until such discharges have
been notified by him to them Seamen remain in the
Hospital at the charge of their ships and not of the
Board of Trade.
ACCOUNTS.
With reference to paragraph 59 of the printed
instructions, which directs that the accounts of
Officers are to be kept in currency, Officers are in-
formed that all moneys received and paid by them in
sterling on account of the Board of Trade should be
converted into currency at the rates of exchange in
force on the dates of each such receipt and payment,
the rates of exchange being stated on each voucher,
and the whole of the receipts and payments em-
braced in their accounts should be converted into
sterling at the end of the quarter as shown in the
Form CC. 18. The rate of such conversion should
be stated in the blank space left for that purpose in
the account-current and should be the same as that
at which the bill for the balance is drawn. Officers
will find the keeping of their accounts facilitated
by making their payments as far as possible in
currency.
FORMS.
All certificates required by the forms of account of
the Board of Trade should be given on such forms,
and all blanks should be filled in.
RELIEF OF MASTER.
The last paragraph of Circular No. 267, p. 12, of
Supplementary Instructions, should read thus:-
"The Officer should also fully understand that the
excess of expenses (incurred under a guarantee given
by a Master) over and above the allowance authorized
in the case of a destitute Master will be liable to
disallowal if the guarantee be repudiated."
