A PROCLAMATION.
WHEREAS by an Act of the General Assembly
of New Zealand, intituled "The New Zealand
Post Office Act, 1858," it is enacted that it shall be
lawful for the Governor in Council, from time to
time, by Proclamation to be published in the New
Zealand Gazette, to fix, alter, and abolish the Rates
of Postage at any time payable within the Colony for
the transmission of letters by post either between
places within New Zealand, or to or from places
beyond seas, and at what time the same shall be paid,
and that the Postage so made payable shall be charged
and paid accordingly: And whereas it is desirable
that New Zealand Parliamentary Printed Papers
should be exempt from Postage:
Now therefore, in exercise of the said recited
power and authority, I, Sir George Ferguson Bowen,
the Governor of the Colony of New Zealand, with
the advice and consent of the Executive Council
thereof, do hereby proclaim and declare, that New
Zealand Parliamentary Printed Papers, posted on
public service, shall be allowed to pass through all
post offices in New Zealand free of Postage, if
enclosed in a paper wrapper open at each end, having
written or printed on such wrapper in legible charac-
ters, the words following, that is to say, Exempt
from Postage, being Parliamentary Printed Papers, on
Public Service only. And, with the like advice and
consent, I do further declare that this Proclamation
shall take effect on and after the first day of July,
one thousand eight hundred and seventy.
Given under the hand of His Excellency Sir
George Ferguson Bowen, Knight Grand
Cross of the Most Distinguished Order of
Saint Michael and Saint George, Governor
and Commander-in-Chief in and over Her
Majesty's Colony of New Zealand and its
Dependencies, and Vice-Admiral of the
same; and issued under the Seal of the
said Colony, this thirteenth day of July,
in the year of our Lord one thousand
eight hundred and seventy.

ORDER IN COUNCIL.
At the Government House, at Wellington, the
sixth day of July, 1870.
Present:
HIS EXCELLENCY THE GOVERNOR IN COUNCIL.
WHEREAS by "The Provincial Compulsory Land
Taking Act, 1866," it is enacted that Standing
Rules and Orders shall be prepared and adopted by
every Provincial Council, regulating the proceedings
on Bills authorizing the taking of land compulsorily,
but that the same shall have no force or effect until
they have been approved of by the Governor in
Council, and been published in the New Zealand
Gazette: And whereas the Standing Rules and
Orders contained in the Schedule hereto have been
prepared and adopted by the Provincial Council of
the Province of Hawke's Bay, and it is expedient
that effect should be given to the same:
Now therefore I, Sir George Ferguson Bowen, the
Governor of New Zealand, in pursuance and in
exercise of the power and authority vested in me by
the said Act, do hereby approve of the Rules and
Orders contained in the Schedule hereto, as adopted
by the said Provincial Council of Hawke's Bay, for
regulating the proceedings in the said Council on
Bills authorizing the taking of land compulsorily.

STANDING RULES and ORDERS of the Provincial
Council of Hawke's Bay, for regulating Proceedings
on Bills authorizing the taking of Land compulsorily
under "The Provincial Compulsory Land-Taking
Act, 1866.β Notices to be Published.
- Not less than thirty days before the commence-
ment of the Session in which it is proposed to make
application for a Bill intended to authorize the
taking of land compulsorily, a notice, headed by a
Short Title descriptive of the undertaking, shall be
published once at least in the Provincial Government
Gazette; and such notice shall also be published
once a week for two successive weeks in some news-
paper published within the Province, the first publi-
cation to be not less than thirty days before the
commencement of the Session.
