Southwards, parallel to the Clutha River, to a point
opposite the junction of the Crookburn; thence
Easterly to the Clutha River; thence along the
Clutha River to the northern angle of the West
Clutha Hundred; thence along the north-western
and south-western boundaries of the said Hundred
and the western boundary of Catlin's Hundred to
the ocean; thence westerly along the ocean beach
to Run 61; thence northerly, along the eastern
boundaries of Runs 61, 62, 177, 161, 251, and 132,
and the southern boundary of Run 131, to the
Mataura River, and along the Mataura River to the
junction of the Waikaka Stream, the starting-point.
And I do declare that this Proclamation shall
come into operation and take effect on the first day
of March, one thousand eight hundred and seventy.

and Commander-in-Chief in and over Her
Majesty's Colony of New Zealand and

ORDER IN COUNCIL.
At Auckland, this seventh day of January, 1870.
Present:
HIS EXCELLENCY THE GOVERNOR IN COUNCIL.
WHEREAS by "The New Zealand Post Office
Act, 1858," power is given to the Governor
in Council from time to time to make rules and
regulations for the management of the several Post
Offices of the said Colony for the receiving, despatch-
ing, conveying and delivering of letters (including
the imposition of fees for private boxes and deliveries);
for the detaining, opening, and return or other dis-
posal of irregularly posted, unclaimed, and refused
letters, or such as from any cause whatever cannot
be delivered or forwarded, and the contents thereof
respectively, and for the publication of the lists of
the same; for the making, custody, and sale of
postage labels; for the receiving and paying of
money in connection with the said Postal Service,
and for the conduct of Post officers; and any such
rules and regulations at any time in force to alter,
vary, or revoke; and for the purpose of giving effect
to the rules and regulations so to be made, further
power is given to the Governor in Council by the
said Act to impose any penalty not exceeding ten
pounds for any one offence against such rules and
regulations: And whereas by Order in Council
dated the sixteenth day of July, one thousand eight
hundred and sixty-seven, the Governor in Council
did, in pursuance of the said recited power and
authority, make the Rules and Regulations specified
in the Schedule thereinafter written: And whereas
it is expedient to alter clause fifty-six of the afore-
said Regulations, and to revoke clauses two hundred
and nine, two hundred and ten, and two hundred
and eleven thereof, and to substitute others in lieu
thereof:
Now, therefore, His Excellency Sir George Fergu-
son Bowen, the Governor of New Zealand, in pur-
suance of the said recited power and authority, and by
and with the consent of the Executive Council, doth by
this present Order alter clause fifty-six of the afore-
said Regulations, and doth revoke clauses two hundred
and nine, two hundred and ten, and two hundred
and eleven thereof, and doth make the alteration and
substitutions specified in the Schedule hereinafter
written; and further doth declare that this Order
shall take effect on and after the first day of January,
one thousand eight hundred and seventy.
SCHEDULE.
Registered Letters.
Clause 56. The Colonial fee on registered letters
for places beyond the Colony will be reduced from
one shilling to sixpence.
Late Letters.
Clause 209. Late letters for places beyond the
Colony will be received until twenty minutes of the
hour of despatch from the Post Office, providing
such letters bear each, in postage stamps, an addi-
tional single rate of postage over and above the full
postage rate.
Clause 210. Late letters for town delivery will be
received until within ten minutes of the hour of
despatch of the letter carriers from the post office,
providing such letters bear each, in postage stamps,
an additional single rate of one penny over and above
the full postage rates.
Late letters for delivery at any post office within
the Province other than that at which they are posted
will be received until within twenty minutes of the
hour of despatch, providing such letters bear each, in
postage stamps, an additional single rate of twopence
over and above the full postage rates.
Late letters for delivery at any post office in any
other Province within the Colony will be received
until within twenty minutes of the hour of despatch
from the post office, providing such letters bear each,
in postage stamps, an additional single rate of three
pence over and above the full postage rates.
In case any late letter is posted at a post office
without the appropriate late fee, it will be detained
until the next despatch.
Clause 211. Letters posted in receiving boxes on
board of vessels also require the late fee and postage
which would be required if posted as late letters at
a post office. Should such late fee or postage, or any
portion thereof, be unpaid, they must be taxed with
the late fee and double the unpaid postage. Letters
for places beyond the Colony found in these boxes
without the late fee and full postage rates must be
detained until the next despatch.
