At the Government House, at Wellington, this

HIS EXCELLENCY THE GOVERNOR IN COUNCIL.

HEREAS by the second section of "The Public
Debts Sinking Funds Act Amendment Act,
1869," it is enacted that "If it shall appear to the
Governor expedient that the Sinking Fund created
for the payment of any Loan or portion of a Loan,
raised under any of the Acts or Ordinances mentioned
in either of the Schedules to the said Act, the Sink-
ing Fund of which has been invested outside the
Colony, should be exempted from the management
of the Commissioners of the Public Debts Sinking
Funds, it shall be lawful for the Governor, by Order
in Council published in the New Zealand Gazette, to
direct that the Sinking Funds of any such Loan or
portion of a Loan shall be exempted from the
management of the said Commissioners:
Now, therefore, His Excellency the Governor, in
exercise and pursuance of all powers and authorities
enabling him on this behalf, and with the advice and
consent of the Executive Council of New Zealand,
doth hereby order that the Sinking Fund created for
the payment of so much of the Loan raised under
"The New Zealand Loan Act, 1863," and "The
New Zealand Debenture Act, 1864," and "The New
Zealand Debentures Act Amendment Act, 1865," as
is subject to the provisions of "The Public Debts
Sinking Funds Act, 1868," hereinafter referred to as
"the said Act," shall be exempted from the manage-
ment of the Commissioners appointed by and under
the said Act.

N exercise and pursuance of all powers and
authorities enabling him on this behalf, and with
the advice and consent of the Executive Council of
New Zealand, His Excellency the Governor doth
hereby order and direct that the Sinking Funds
created for the payment of the Loan raised under
"The New Zealand Loan Act, 1863," and "The New
Zealand Debentures Act, 1864," and "The New
Zealand Debentures Act Amendment Act, 1865,"
(hereafter referred to as "the said Acts") shall be
invested in bonds or debentures issued under the
said Acts, or under "The Consolidated Loan Act,
1867," and that any portion of such Sinking Fund
as now is or hereafter may be invested in other
bonds, debentures, or securities, shall, as soon as
conveniently may be, be changed from such invest-
ments into bonds or debentures issued under "the
said Acts" or under "The Consolidated Loan Act,
1867."

HEREAS by "The University Endowment Act,
1868," it is enacted that it shall be lawful for
the Governor in Council at any time, and from time
to time, after communication with the Superintendent
of any Province, to except from sale and to reserve
any of the Waste Lands of the Crown for the pur-
poses in the said Act mentioned, and that all such
exceptions and reservations of land situate within any
Province shall be deemed to have been made whenever
the Governor, by writing under his hand, shall have
notified to the Superintendent of the Province in
which any land so excepted and reserved is situate,
that the same is required for the purposes of the
said Act, and such notifications shall have been
published in the New Zealand Gazette, provided that
the maximum quantity shall not exceed in any Pro-
vince ten thousand (10,000) acres:
And whereas His Excellency the Governor has
communicated with the Superintendent of the Pro-
vince of Southland with respect to the making the
reserve hereinafter mentioned;
Now, therefore, His Excellency the Governor of
New Zealand, in exercise and in pursuance of the
power and authority conferred on him by the said
Act, and by and with the advice and consent of the
Executive Council of New Zealand, doth hereby
except from sale, and reserve for the purposes
mentioned in the said Act, that portion of the Waste
Lands of the Crown in the Province of Southland
hereinafter described, that is to say-
All that parcel of land containing ten thousand
(10,000) acres, more or less, bounded towards the
North and North-west by the Hedgehope Stream;
towards the West by the western boundaries of
Sections numbered thirty-one (31) and thirty-three
(33), Block one (1), Forest Hill District, one thou-
sand four hundred and thirty-one (1,431) links, and
two thousand eight hundred and ninety-six (2,896)
links respectively; towards the South by the Titipua
Stream; and on the East by a straight line parallel
to the production of the line dividing the Mabel
District from the Lothian District through Pebbly
Hill, and distant from that line four thousand (4,000)
links to the eastward thereof. Except so much of the
parcel of land herein described as is occupied by
public roads, and except the reserve lying between
the Sections numbered thirty (30) and thirty-one
(31) of Block one (I.) in the said Forest Hill
District and adjoining the Hedgehope Stream.
