in suppressing rebellion and other disturbances in
the part of the Colony hereinafter described, and are
stationed in and near such part:
Now therefore I, Sir George Ferguson Bowen, the
Governor of New Zealand, in pursuance and exercise
of the power and authority for that purpose vested
in me by the said Act, do hereby proclaim and declare
that all that part of the Colony situated in the
Province of Hawke's Bay, lying within the following
boundary: the sea coast, from the mouth of the
River Esk or Waiohinganga to the mouth of the
River Waikare; thence the said River Waikare to a
point distant nine miles in a direct line from its
mouth; thence a straight line drawn north-west,
true bearing, till it intersects the northern boundary
of the said Province; thence the said northern
boundary to its western extremity; thence the western
boundary of the said Province to its intersection with
the River Mohaka; thence down the said river to its
intersection with the Titiokura path from Taupo to
Ahuriri; thence the said Titiokura path to the said
River Esk, or Waiohinganga; thence the said River
Esk to its mouthโshall, from and after the first day
of September, one thousand eight hundred and sixty-
nine, be a Proclaimed District within the meaning
and for the purposes of "The Public Houses Act,
1868", aforesaid.

Governor and Commander-in-Chief in
and over Her Majesty's Colony of New
Zealand and its Dependencies, and Vice-

the Seal of the said Colony, this first
day of September, one thousand eight
hundred and sixty-nine.

HEREAS by "The Public Houses Act, 1868,"
it is enacted that, whenever the Colonial Forces
shall be employed for the purpose of suppressing
rebellion or other disturbances in any part of the
Colony, and shall be stationed at any place near to or
within such part, it shall be lawful for the Governor
from time to time, by Proclamation, to declare that,
from and after a day to be fixed therein, such part of
the Colony as shall be defined in the Proclamation
shall be a Proclamed District within the meaning
and for the purposes of the said Act; and thereupon
it shall not be lawful for any person, whether holding
a license under any Act or Ordinance regulating the
sale of wine, ale, beer, or spirits, or not, to sell or
supply any wine, beer, or spirituous or fermented
liquors of any kind without the permission of such
person as the Governor shall from time to time
appoint, to grant permits for the sale of such articles
within such district:
And whereas by a Proclamation bearing date
the first day of September, His Excellency the
Governor, in pursuance and exercise of the powers
and authorities for that purpose vested in him, did
proclaim and declare that all that part of the Colony

HEREAS by "The Municipal Corporations
Act Amendment Act, 1868," it is enacted that
in every case in which a borough is constituted under
the authority of "The Municipal Corporations Act,
1867," within the boundaries whereof is included
territory theretofore included in one or more Road
Districts, Highway Districts, or other districts of a
like nature, the Governor in Council from time to
time may order and direct to and upon which of the
several bodies, namely, the Council of the Borough
and the Boards of the Road Districts, any or all of
the rights and liabilities of the Boards of such Road
Districts respectively shall belong and attach, and
by or against which of such bodies all or any of the
actions, suits, or proceedings, pending at the time of
the constitution of such borough, by or against the
Boards of the Road Districts, or any of them, shall
be carried on and prosecuted; and that all or any
rates made before the constitution of such borough
remaining unpaid shall be paid to and levied and
recovered by either of such bodies, and may from
time to time award to either of such bodies, to be
paid by any other or others of them, such contribu-
tion in respect of all or any of the matters aforesaid
as shall seem fit: And whereas by Proclamation
bearing date the sixteenth day of July, one
thousand eight hundred and sixty-eight, the Town
of Greymouth, in the County of Westland, was con-
stituted a Borough, under the authority of "The
Municipal Corporations Act, 1867:" And whereas
