ORDER IN COUNCIL.

At the Government House, at Wellington, this
sixteenth day of April, 1869.
Present :

HIS EXCELLENCY THE GOVERNOR IN COUNCIL.

WHEREAS by "The Bonded Warehouse Duty
Act, 1866," it is amongst other things enacted
that the occupier of any warehouse appointed for
the free warehousing and securing goods therein
liable to duty under the provisions of "The Customs
Regulation Act, 1858," shall pay to the Collector of
Customs, or such other officer as may from time to
time be appointed by the Commissioner of Customs
for such purpose, an annual duty according to the
Schedule thereto annexed: And whereas by "The
Customs Regulation Act Amendment Act, 1868," it
is amongst other things provided that it shall be law-
ful for the Governor in Council, by an Order for that
purpose, at any time to exempt from the payment of
duty chargeable under "The Bonded Warehouse
Duty Act, 1866," the owner or occupier of any ware-
house to be appointed after the passing of the Act
now in recital for the warehousing or securing of
goods liable to duty at any Port, excepting those at
Auckland, New Plymouth, Wanganui, Wellington,
Napier, Nelson, Greymouth, Hokitika, Lyttelton,
Christchurch, Timaru, Oamaru, Dunedin, and Inver-
cargill: And whereas application has been made
for a license for a Warehouse, situate upon section
224, Town of Kaikoura, fronting Fyffe's Quay, of
which James Davidson is the owner or occupier, and
it is expedient that the owner or occupier of the
said Warehouse should be exempt from payment of
the duty chargeable under "The Bonded Warehouse
Duty Act, 1866:"

Now therefore I, Sir George Ferguson Bowen,
Governor of New Zealand, in exercise and pursuance
of the said power and authority, and with the advice
and consent of the Executive Council of New Zea-
land, do hereby order that the occupiers and owners
of the said Warehouse shall be exempt from payment
of the duty chargeable thereon under "The Bonded
Warehouse Duty Act, 1866."

thousand eight hundred and sixty-nine.

TO ALL TO WHOM THESE PRESENTS SHALL COME,
GREETING :

WHEREAS by "The Municipal Corporations
Act, 1867," it is enacted that for the first
election of Councillors under the said Act in every
borough in which no Councillors shall as yet have
been in office, those persons enrolled on any electoral
roll which, under the provisions of "The Registration
of Electors Act, 1866," shall for the time being be in
force, whose qualifications are in respect of lands
and tenements situate within the borough, and none
other, shall, on such day as the Governor shall
appoint, not being less than forty days after the
same shall have become such borough, and in the
manner therein mentioned, elect the whole number of
Councillors by the said Act assigned to such borough;
and by the said Act it is also provided that every
election of Councillors for any borough not divided
into wards shall be held by and before the Mayor of
the borough, and that if at any time there shall be no
Mayor, the Council of the borough, or, if there be no
such Council, the Governor may and shall appoint
some person by and before whom such election shall
be conducted :

And whereas the Town of Blenheim was, by Pro-
clamation bearing date the sixth day of March, one
thousand eight hundred and sixty-nine, constituted a
borough under the said Act :

And whereas it has been made to appear to me
that there is no Mayor of the said borough, nor any
Council of the said borough, and that the said
borough is not divided into wards:
