WHEREAS by "The County of Westland Act,
1867," it is amongst other things enacted that
the Boards constituted or to be constituted under
the authority of the said Act, shall keep true and
faithful accounts of all moneys received and expended
by them, and that such accounts shall be open to
inspection at all reasonable hours, and shall from
time to time be audited in such manner as the
Governor may direct:

Now therefore, I, Sir George Ferguson Bowen, the
Governor of the Colony of New Zealand, in pursuance
and exercise of the power and authority vested in me
for this purpose, do hereby make the following
regulations for the auditing of the accounts of the
Boards constituted or to be constituted under the
authority of the said Act, and do direct and order
that the said accounts shall be audited in the manner
prescribed by the said regulations.

  1. A Day Cash Book shall be kept by each Board
    in which shall be entered all sums of money received
    and paid on account of the Board and the purposes
    for which such sums shall have been so received and
    paid.

  2. The Day Cash Book of every Board shall be
    balanced quarterly, and the Board shall cause a full
    account to be drawn up of all moneys received and
    paid during the quarter, and of the cash balance at
    the beginning and termination of the quarter; and
    such accounts, accompanied by proper vouchers in
    support thereof, shall be transmitted to the Pay-
    master of the County of Westland within twenty-one
    days after the termination of the quarter for exam-
    ination and audit.

  3. The Paymaster of the County of Westland
    shall audit the quarterly accounts of the several
    Boards, and shall cause the same to be printed in
    the County of Westland Gazette, with his certificate
    that they are correct or otherwise (as the case may
    require), and shall transmit to each Board a copy of
    the Gazette in which the accounts of such Board are
    published, together with the accounts and vouchers
    in support thereof.

  4. The Paymaster shall whenever he finds it
    necessary so to do compare the accounts as rendered
    with the Day Cash Books, and shall call for such
    explanations and documents as may be required to
    elucidate the accounts.

ORDER IN COUNCIL.

At the Government House, at Wellington, the
twenty-third day of May, 1868.

Present:

THE COLONIAL SECRETARY, PRESIDING, AND THE
MEMBERS OF THE EXECUTIVE COUNCIL.

WHEREAS by "The Stamp Duties Act, 1866,"
it is enacted that the Governor, with the
advice of the Executive Council, may frame all such
regulations as may be necessary from time to time
for carrying out the provisions of the said Act. And

whereas by letters patent under the hand of His
Excellency the Governor, and under the seal of the
Colony of New Zealand, bearing date the twenty-
ninth day of February, one thousand eight hundred
and sixty-eight, Robert Abbott, Esq., the Registrar
of Deeds at Hokitika, in the County of Westland,
was appointed a Deputy Commissioner of Stamp
Duties, under "The Stamp Duties Act, 1866," and
"The Stamp Duties Act Amendment Act, 1867."

And whereas a branch of the Stamp Department
has been established at the office of the Registrar of
Deeds at Hokitika aforesaid: Now therefore, His
Excellency the Governor, by and with the advice and
consent of the Executive Council of the Colony, and
in pursuance and exercise of the powers in him
vested by "The Stamp Duties Act, 1866," and of
every power enabling him in that behalf, doth hereby
order-

  1. The branch of the Stamp Department so
    established at the office of the Registrar of Deeds in
    Hokitika aforesaid, shall be designated "The Stamp
    Office of the County of Westland," and the provisions
    of the said Acts and of all regulations made or to be
    made under and by virtue thereof, shall be applicable
    to the said office in the same manner as to the
    respective Stamp Offices of the several Provinces of
    the Colony of New Zealand, other than the Province
    of Wellington.

  2. Until further or other provision shall be made
    in that behalf, the official impress to be given to
    stamps affixed at the Stamp Office of the County of
    Westland, at Hokitika aforesaid, may be made by the
    Official Seal of the Registrar of Deeds, and all stamps
    so heretofore affixed and impressed at the said Stamp
    Office, shall be held to be officially impressed, and
    shall be as valid and effectual as if this Order had
    been in force at the time such stamps were so affixed
    and impressed.

assent to the same.
