the Colonies, is published for general information.

SIR,-I transmit to you a copy of a letter from
the Registrar of the Royal College of Physicians,
forwarding a report on the disease of leprosy, prepared
by the committee appointed by the college in 1862.
I wish you to forward a copy of this report to
every medical man in the Colony under your
government who has given information on the subject,
to every other medical man who is connected with
any public hospital, workhouse, or other institution
of the kind, and to every public library or library of
a legislative body or scientific institution.
I desire to direct your attention to the opinion
expressed at page 49, as to the effect of the evidence
obtained on the question whether leprosy is or is not
contagious. You will perceive that the College of
Physicians consider that it is not contagious, the few
instances of supposed contagion reported not being
such as to effect the conclusion drawn from the wide
and general experience presented by the reports at
large. I have, therefore, to request that you will
inform me whether any law or practice exists in the
Colony under your government such as are alluded
to in the same page of the report for the compulsory
seclusion of lepers; and that, if existing, you will
take all steps in your power for their abrogation.
I desire also to call your attention to the remarks
made at page 75, on the want in many Colonies of
an accurate registration of births and deaths, notifying
the causes of the latter, and of a regular publication
of results, without which the most important con-
ditions of health and life in the populations will
probably be disregarded. I request you to report
what arrangements are in force upon this point, and
with reference to the last paragraph of the report,
you will be pleased to state whether you have reason
to believe that in the Colony under your government,
as in Antigua, the population is decreasing owing to
a high death-rate or a low birth-rate.

SIR,-I am directed by the President of this College
to acquaint you, for the information of the Earl of
Carnarvon, Her Majesty's Secretary of State for the
Colonies, that the committee appointed on the 14th
of June, 1862, by request of the late Duke of
Newcastle (then Secretary for the Colonies), "to
collate, digest, and report upon whatever information
respecting the disease of leprosy may be submitted
to their consideration," presented their final report
to the college on the 22nd ultimo.
This report having been approved and adopted by
the college, I have now the honor to forward it to
you for his Lordship's consideration.
I am instructed by the college to request the
special attention of the Earl of Carnarvon to the two
paragraphs marked in the report at pages 74, and 76,
the college believing that if due effect were given by
Her Majesty's Government to the recommendations
therein contained, a more complete knowledge of the
descase of leprosy would be acquired, and the health
and general welfare of Her Majesty's subjects in the
Colonies and elsewhere would be greatly promoted.
I am also desired to state, that the completion of
the report has been necessarily delayed to the present
time owing to the vast amount of documentary
evidence, received from all parts of the world,
requiring selection and arrangement, the latest those,
namely, from the Bengal Presidency, not having been
received until the spring of last year.
