PROCLAMATION.
WHEREAS by an Act of the General Assembly
of New Zealand, intituled "The New Zealand
Post Office Act, 1858," it is enacted that it shall be
lawful for the Governor in Council, from time to
time, by proclamation to be published in the New
Zealand Gazette, to fix, alter, and abolish the rates of
postage at any time payable within the Colony for the
transmission of letters and newspapers by post, either
between places within New Zealand or to or from
places beyond seas, and at what time the same shall
be paid, and that the postage so made payable shall
be charged and paid accordingly. And whereas, by a
proclamation duly made and issued, bearing date the
tenth day of January, one thousand eight hundred
and sixty-seven, the Governor in Council did, in
pursuance of the said recited power and authority,
fix certain rates of postage, and the times at which
the same respectively should be paid. And whereas,
it is desirable that the said rates should be altered as
hereinafter mentioned: Now therefore, in exercise of
the said recited power and authority, I, Sir George
Grey, the Governor of New Zealand, with the advice
and consent of the Executive Council thereof, do
hereby abolish all former rates of postage fixed to be
paid within the Colony, and do proclaim and declare
that the postage payable within the Colony, for the
transmission of all letters, newspapers, and packets,
by post, to or from the countries and places mentioned
in the Schedules hereto, shall be according to the
rates mentioned in such Schedules, and that such
postage shall in all cases be paid at the time such
letters, newspapers, and packets are delivered into
the post, and that this proclamation shall take
effect from and after the first day of June, one
thousand eight hundred and sixty-seven.
SCHEDULE A.
RATES OF POSTAGE CHARGEABLE ON LETTERS, BOOK PACKETS,
AND NEWSPAPERS POSTED IN NEW ZEALAND, AND AD-
DRESSED TO PLACES WITHIN THE COLONY.
I.—Town Letters.
Posted at any Post Office within the Colony for delivery at or
from the same Post Office—
Not exceeding half-an-ounce ... ... ... One Penny.
Exceeding half-an-ounce but not exceeding one
ounce ... ... ... ... ... Twopence.
For every additional ounce or fraction of an
ounce ... ... ... ... ... Twopence.
II.—Country Letters.
Posted at any Post Office within the Colony for delivery at or

V.—Newspapers.
Posted at any Post Office within the Colony for delivery at or
from any Post Office within the Colony—

VI.—Registration Fee.
For every letter, book packet, banker's parcel, pattern parcel,
or newspaper, registered at any Post Office within the Colony,
for delivery at or from any Post Office within the Colony, a fee
of Sixpence will be charged in addition to the postage.
SCHEDULE B.
Soldiers' and Sailors' Letters.
Letters addressed to or forwarded by non-commissioned
officers, soldiers, or seamen, while actually employed in Her
Majesty's service, may be transmitted within the Colony, and
between the Colony and the Australian Colonies, India, British
Ports in the Mediterranean, and the United Kingdom, at a charge
of One Penny each ; and to any Post Office within the British
Dominions, via the United Kingdom, by British Mail Packet, at
Twopence each, provided that the following regulations are
observed:
- Each letter must not exceed half-an-ounce in weight.
- If sent by any such privileged person, it must be super-
scribed with the name of the writer, his description or class
in the regiment or vessel, and signed by the officer at the time
in command. - If addressed to any such privileged person, his description
or class in the regiment or vessel must be specified thereon. - If posted within the Colony the postage must be prepaid.
Letters of this description posted or received in the Colony,
not in accordance with the foregoing regulations, will be treated
as ordinary letters. Soldiers' and sailors' letters addressed to
foreign places, are chargeable with the foreign transit rates due
to the countries through which such letters may pass.
Letters for Officers on board Her Majesty's Ships.
Letters forwarded via the United Kingdom for officers on
board Her Majesty's ships, on any Colonial or Foreign Station—
Not exceeding half-an-ounce ... ... ... One Shilling.
Exceeding half-an-ounce and not exceeding
one ounce ... ... ... ... ... Two Shillings.
For every additional ounce or fraction of an
ounce ... ... ... ... ... Two Shillings.
SCHEDULE C.
Trade Circulars and Prices Current, registered at the General
Post Office, Wellington, in accordance with the Regulations.
To places within the Colony, each ... ... ... One Penny.
To Australia and India, each ... ... ... One Penny.
To the United Kingdom via Panama, each ... One Penny.
To the United Kingdom via Suez and Southampton

On Trade Circulars and Prices Current addressed to Foreign
Countries, the postage to which is collected in New Zealand,
Foreign Book Rates, as enumerated in Schedule D., will be
charged in addition to the Colonial rate of one penny each.
