cation of the following Despatch from the
Secretary of State for the Colonies, and Letter to
Major Heaphy, for general information.

SIR, I have great pleasure in informing you that
His Excellency the Governor has received a Despatch,
copy of which I enclose, from the Secretary of
State for the Colonies, stating that Her Majesty had
signified Her intention of conferring the Victoria
Cross on yourself, for your gallantry at the skirmish
at Mangapiko, in February, 1864.
I have to convey to you His Excellency's con-
gratulations, in which his Ministers cordially join,
on your receiving this illustrious distinction, which
your conduct on the occasion referred to has
deservedly earned.
The decoration has been forwarded to the Officer
Commanding Her Majesty's Troops in New Zealand
for presentation to you.

SIR, From my Circular Despatch of the sixth
instant, you will learn that Her Majesty had been
graciously pleased to extend the decoration of the
Victoria Cross to persons serving in the local forces
in the Colonies.
I have now the pleasure to inform you that Her
Majesty has signified Her intention of conferring the
Cross on Major Heaphy, of the Auckland Militia,
whose claims to this distinction were brought under
the notice of Her Majesty's Government by your
despatch of the 22nd November, 1864 (No. 169).
The decoration has been forwarded to the Officer
Commanding Her Majesty's Troops in New Zealand
for presentation to Major Heaphy.

Government of New Zealand are hereby
expressly warned not to give information relating to
official matters to any one out of the strict course of
official duty, directly or indirectly, without the
express sanction of a responsible Minister, and no
officer shall make any communication, directly or
indirectly, to the Press, upon any matter affecting
the Department in which he serves, or the business
or the officers thereof, or relating to the Public
Service, or to his own official position or acts, or
upon any political subject connected with New
Zealand, without the express permission or authority
of such Minister.
Every violation of this regulation will be visited by
dismissal from the Public Service, or such other
penalty as the circumstances of the case may
demand.

NEW Zealand Inter-Provincial Steam Mail
Services.βEast Coast. Tenders will be received
at this office until Friday, the seventh day of June,
1867, for the performance of one Steam Service
monthly on the East Coast of New Zealand, for the
conveyance of Her Majesty's mails, for the period of
six months, commencing the 1st day of July, 1867,
between Auckland and Port Chalmers, calling at
Tauranga, Napier, Wellington, and Lyttelton, and
back to Auckland by the same route, according to
Time Table, a copy of which can be seen on application
at this office; the Postmaster-General to have the
power of determining the time table and route of
the vessel during the continuance of the contract,
provided no greater number of miles is required to
be performed in each month.
