THE NEW ZEALAND GAZETTE.
- The account is to include in the general state,
all sums received by the Paymaster during the period
of the account, and all miscellaneous credits on
account of sums due to the public for supplies of
Government stores, &c., not previously paid for by
the corps. The Paymaster will charge in his account,
under separate headings, all payments made by him,
annexing as vouchers, for charges on account of the
Government allowances, the approved bills, duly
receipted and numbered, together with the requisite
receipts for pay and allowances. - An Adjutant when also Paymaster may
correspond direct with the Defence Office on matters
connected with his financial duties. - Forms of printed estimates and accounts will
be supplied to the Paymaster by the Defence Office. - All sums disallowed on the Paymaster's
accounts are invariably to be credited in the next
account rendered to the Defence Office; and in the
event of any sums being subsequently re-allowed, a
specific authority will be forwarded to the Paymaster
to re-charge them. - The Paymaster is to debit or credit in his
account the balance due by or to him on the account
previously rendered. - It is to be understood that an item will not
necessarily be admitted as a charge in the accounts
because the Paymaster has included it in his estimate,
and that no other charges than those authorized by
Regulation are to be inserted in the Paymaster's
accounts, without the special authority which is in
such case to be furnished in original, as the voucher
in support of the charge in the account, together
with any other documents in the nature of receipts,
&c., which may be requisite.
ADJUTANTS.
122. The Adjutant is appointed to give instruction
to the Volunteers, and he is required to assist in
carrying on the military duties of the corps; but he
is not to take any part in its non-military affairs.
123. The Adjutant will keep the muster-rolls of
each corps within the district to which he is ap-
pointed. (Vide Appendix M.)
124. Except for the purpose of instruction, or
when on actual service, an Adjutant is not to take
command of any force of Volunteers when an officer
of the corps to which they belong is present.
125. Every Adjutant is required to keep a diary
(vide Appendix N.) of the instruction imparted by him
to the Volunteers. This diary is to be certified by
the Commanding Officers of the several corps, and
transmitted to the Defence Office not later than on
the 5th of every month through the Officer com-
manding the district.
126. The Adjutant is also to prepare and furnish
all such returns as may from time to time be required
by the Government in connection with the Volunteer
Force.
127. Any application for leave of absence must be
made through the Officer commanding the district.
It must state whether proper provision has been
made for the performance of the Adjutant's and Pay-
master's duties during his proposed absence, and
give the name of the officer who is to supply his
place.
INSTRUCTORS.
128. The principal duty of a Sergeant Instructor
is to attend to the drill and instruction of the corps
to which he is posted; but he may also, at the dis-
cretion of the Adjutant, be intrusted with the custody
of Government arms, ammunition, and other pro-
perty, or charged with such other military duties as
usually devolve on a non-commissioned officer.
- A Sergeant Instructor is not to be employed
in receiving or disbursing the funds of the corps.
CORRESPONDENCE AND RETURNS.
130. All official correspondence from Volunteer
Corps, except the correspondence of the Adjutant in
his capacity as a public accountant, or as otherwise
provided in these Regulations, is to proceed from the
Commanding Officer or to pass through him; and in
all districts to which a Commanding Officer has been
appointed, the Officer commanding a Volunteer
Corps must invariably address his official correspon-
dence to the Officer commanding the district.
131. In correspondence with the Defence Office,
the following rules are to be observed :β
a. Not more than one subject is to be treated in
any one letter.
b. Every letter is to be addressed to "The Under
Secretary, Defence Office, Wellington."
c. Every letter is to be written on folio paper;
and when any previous correspondence is
referred to, the date and Defence Office
number of such correspondence are to be
specified.
d. The postage of letters addressed to the Under
Secretary, Defence Office, need not be pre-
paid.
