Surgeon is allowed to every corps of Light Horse
which is not entitled to a Veterinary Surgeon.
26. No Officer holding an honorary commission can,
in virtue of it, take precedence of any Officer holding
a substantive commission of the same rank.
27. Every Officer is expected to give a proper
attendance at the drills and parades of his corps, and
any Officer who does not attend the number of drills
prescribed for the enrolled Volunteers to qualify
them for certificates of efficiency, will not be allowed
to retain his commission, unless it shall be repre-
sented by the Officer commanding the district that
there are special reasons for a relaxation of this
regulation.
NON-COMMISSIONED OFFICERS.
- The Non-commissioned Officers of a corps are
appointed by the Commanding Officer from among
the enrolled members. - Lance-Sergeants and Lance-Corporals may be
appointed by the Commanding Officer. - A Non-commissioned Officer may be reduced by
the Inspector, or (with the consent in writing of the
Officer commanding the district) by the Commanding
Officer of his corps, for any sufficient cause.
ENROLLED MEMBERS.
- No person below the age of 17 is to be enrolled
in a Volunteer Corps. - Boys of 14 years of age and upwards, may, if
the authority of the Government be first obtained,
be enrolled for the purpose of being trained as bands-
men, trumpeters, or buglers. - Apprentices are not to be enrolled without
consent in writing of their masters. - No member of a Volunteer Corps is to be en-
rolled in another corps until he has legally ceased to
be a member of the former corps. This does not
interfere with transfers from one corps to another. - Persons dismissed from a Volunteer Corps for
misconduct are not eligible for enrolment in another
corps. - The Commanding Officer of a corps is to give
to any Volunteer who voluntarily quits it, and who
has complied with the conditions contained in clause
XVI. of "The Volunteer Act, 1865," a certificate of
discharge in the form prescribed in Appendix A,
when requested to do so by such Volunteer. - Enrolled members are classified as "Efficients"
or "Non-efficients." - In order to be reckoned as "efficient," an
enrolled member must have fulfilled the conditions
hereinafter described. - An efficient member is authorized to wear on
the right arm, immediately above the cuff of the
sleeve, a distinctive badge consisting of a ring of
silver lace 1/4-inch wide, of the pattern worn by the
corps, and an additional similar ring for each con-
secutive year in which he is an efficient member. - All enrolled members who do not fulfil the
conditions hereinafter referred to are reckoned as
non-efficients. - Supernumerary members are members enrolled
beyond the maximum establishment of the corps.
They cannot be enrolled without the special autho-
rity of the Government.
EFFICIENT MEMBERS.
- Commissioned Officers of a Volunteer Corps
are to be deemed "efficient" members. - A Volunteer shall be deemed an efficient
Volunteer if he obtains a certificate showing that he
has fulfilled the requirements and possesses the
qualifications stated in or upon such one of the
annexed forms of certificate as may be applicable
in his case, and not otherwise. Provided always that
every Volunteer who has been enrolled for a period
of at least eighteen months immediately prior to the
31st December, 1865, and whose services are con-
tinued under "The Volunteer Act, 1865," shall, for
all the purposes of the said Act, and of these regu-
lations, be deemed to be an efficient Volunteer up to
the 30th June, 1866, without the aforesaid certificate. - Every such certificate shall be granted as soon
as may be after the 30th day of June in every year,
and shall bear date the 1st day of July, and shall be
evidence of the efficiency of the Volunteer to whom
it is granted during the year ending the 30th day of
June next following its date. A record of every
such certificate must be kept by the Paymaster, to
enable him to furnish a correct return of the number
of efficient members entitled to the capitation
allowance. - In the course of each year ending 30th day of
June the Adjutant of the Permanent Staff shall
select from time to time such Volunteers as in his
opinion have fulfilled the requirements and possess
the qualifications aforesaid, and submit their names to
the Officer commanding the district with a view to
their obtaining certificates of efficiency. - If the Adjutant refuses to recommend any
Volunteer for a certificate, and the Volunteer con-
siders himself aggrieved thereby, the Volunteer may
appeal direct to the Officer commanding the district.. - If the Officer commanding the district con-
curs in the Adjutant's recommendation or refusal to
recommend, he shall either sign the certificate or
else approve the withholding of it, as the case may
be, and his decision shall be final. - When the situation and circumstances of a
Rifle Volunteer Corps are such as, in the opinion of
the Officer commanding the district, to create serious
obstacles to the fulfilment by the Volunteers belong-
ing to the corps of the requirements of attendance
battalion drill such number of times within twelve
months as is prescribed upon the annexed form of
certificate, the Officer commanding the district
shall have the power to reduce the number of
battalion drills, and to increase proportionately
the number of company drills requisite to entitle a
Volunteer belonging to the corps to a certificate of
efficiency. - When the Officer inspecting a Volunteer Corps
at the annual inspection reports that the corps is not
proficient in drill and instruction to his satisfaction,
then, notwithstanding anything hereinbefore pro-
vided, the certificates of efficiency may be withheld
for the ensuing year from all Volunteers belonging to
such corps. - In case any alterations in the terms of any of
the annexed forms of certificate should from time to
time appear expedient the same may be made under
authority of the Commander-in-chief. - Terms used in these Regulations, or in or
upon the annexed forms of certificate, have the same
meaning as they have when used in "The Volunteer
Act, 1865." - The term "Recruit," used upon the annexed
forms of Certificate, means a Volunteer who has never
been returned as an efficient in an annual return of
his corps. It does not however include a Volunteer
who has been an enrolled member of a Volunteer
Corps during the twelve months ending 31st De-
cember, 1865.
