NOTICE is hereby given, that as a general
rule in order to meet the convenience of
Postmasters, it is desirable as far as possible
that the departments of the General and Pro-
vincial Governments, hitherto entitled to frank,
should post the letters from each department
at one time, and as early before the closing of
the post on each day as may be practicable.
Letters thus entitled to exemption from pre-
payment should have the name of the depart-
ment written or printed on the left hand corner
together with the name of the person autho-
rised to sign for the department written in the
same part, and the envelope superscribed "On
the Public Service only."

THE following Despatch respecting a reduc-
tion in the postage of letters for the
Netherlands is published for general informa-
tion

SIR,-I am directed by the Postmaster-
General to acquaint you that a new Postal
Convention has been concluded between the
United Kingdom and the Netherlands, under
the terms of which a reduction of postage has
taken place in the postage of Letters for the
Netherlands, via Southampton, and I am to
request that, in future, you will be good enough
to account on Letters sent from your Office
through this Country addressed to the Nether-
lands at the reduced rate of Os. 2d. (twopence)
for a letter not exceeding half-an-ounce, ad-
ding one additional rate for each additional
half-ounce or fraction of half-an-ounce. This
rate will cover the whole postage, British and
Netherland, to the place of destination.
