by him, to declare, by Proclamation, his disallowance
of such Bill, and that any such disallowance shall
make void and annul the same, from and after the
day of the date of such Proclamation, or any subse-
quent day to be named therein :
And whereas the Ordinances hereinafter specified
have been enacted by the Superintendent of the
Province Otago, with the advice and consent of the
Provincial Council thereof, and the said Ordinances
were received by the Governor on the Fifteenth day
of July, One Thousand Eight Hundred and Sixty-
four :
And whereas is is expedient that the said Ordi-
nances should be disallowed :
Now, therefore, I, the Governor of New Zealand,
in pursuance of the authority vested in me in that
behalf by the said recited Act of Parliament, do
hereby proclaim and declare my disallowance of the
following Ordinances passed by the Superintendent
and Provincial Council of the Province of Otago,
viz. :-
"The Criminals Ordinance, 1864"
"The Licensed Hawkers' Ordinance, 1864"
"The Bush Fires Ordinance, 1864"
"The Medical Practitioners' Ordinance, 1864."
Given under my hand, at the Government
House, at Auckland, and issued under
the Seal of the Colony of New Zealand,
this fourteenth day of September, in the
year of Our Lord, One Thousand Eight
Hundred and Sixty-four.

GOD SAVE EHT QUEEN!
Out of the sum of Twenty Pounds (£20) deposited
by any person making application for a Gold Mining
Lease, shall be deducted the sum of Five Pounds
(£5) in addition to the previously authorised costs
and expenses, in case such person shall withdraw his
application, or forfeit or abandon his claim, or not
accept the lease, within one month after notice by
the Warden.
And doth further declare that this Order shall
take effect from the day of date hereof.

ORDER IN COUNCIL.
Regulations respecting Delegation of powers to
Superintendents under "Diseased Cattle Act,
1861."

At the Government House, at Auckland, the
fourteenth day of September, 1864.
Present:—
HIS EXCELLENCY THE GOVERNOR IN COUNCIL.
WHEREAS by Warrants under the hand of His
Excellency the Governor, bearing date this
fourteenth day of September, One thousand eight
hundred and sixty-four, the Governor has, with the
advice and consent of the Executive Council of New
Zealand, delegated to the Superintendents respectively
of the Provinces of Auckland, Taranaki, Wellington,
Hawke's Bay, Nelson, Marlborough, Canterbury, Otago
and Southland, certain powers conferred on him by
the "Diseased Cattle Act, 1861," subject to certain
Regulations to be made by the Governor in Council
under the said recited Act:
Now, therefore, His Excellency the Governor,
with the advice and consent of the Executive Council
of New Zealamd, by virtue of the authority given to
him by the 14th Section of the above recited Act,
doth hereby make and ordain the following Regula-
tions:-
- The delegation of powers under the said
warrants shall continue to be in force for the period
of one year from this date, subject to be rescinded
according to the provisions of the above recited Act. - Each Superintendent shall, immediately after
exercising any of the delegated powers, notify the
same to the Governor, and he shall transmit to the
Governor particulars of all appointments and copies
of all Regulations made by him. - He shall, so soon as conveniently can be, notify
all Regulations made by him to the Colonial Secre-
tary or Chief Secretary of each of the Australian
Colonies, and cause the same to be published in
England in the "Times" Newspaper. - In the exercise of powers delegated under the
9th section of the said Act, the Superintendent of
any Province, may, either in the first instance, or
afterwards, from time to time, by Proclamation in the
Government Gazette of the Province, except out of any
district proclaimed as infected under the said Act, any
Port or Place within the limits of such district, and
every such excepted Port and Place shall be deemed
not to be within the proclaimed district, and the
Superintendent may also from time to time by
Proclamation as aforesaid, rescind any Proclamation
of an infected district, wholly or as to any part
thereof, and also the Proclamation of any such
exception as aforesaid. - In the exercise of powers delegated under the
10th section of the Act, the Superintendent of any
Province may prohibit the importation, either by land
or by sea, of cattle into such Province from any other
Province, or any particular port or place in any

Establishing Regulations for the granting of Gold
Mining Leases in the Province of Otago.

HIS EXCELLENCY THE GOVERNOR IN COUNCIL.
WHEREAS it is provided by the "Gold Fields
Act, 1862," that it shall be lawful for the
Governor in Council from time to time to make such
Regulations, not being contrary to the provisions of
the said Act, as he shall think fit, for regulating the
granting of Leases for mining purposes, and the
terms and conditions on which such Leases shall be
granted, and such Regulations from time to time to
alter and abolish:
And whereas by an Order in Council made on the
Fifteenth day of September, 1863, certain Regula-
tions were made for Gold Mining within the Otago
Gold Fields, and it was thereby provided that appli-
cations might be made for Gold Mining Leases on
the payment of a deposit of Twenty pounds (£20),
and on the performance of certain things in the said
Order set forth, such Leases might be granted as
therein mentioned:
And whereas much inconvenience has arisen in
consequence of persons making applications for leases
and subsequently abandoning the same:
Now, therefore, His Excellency the Governor, in
pursuance and exercise of the said recited power and
authority, doth hereby, with the advice and consent
of the Executive Council of the Colony of New
Zealand, make the following additional Rule for the
granting of Leases for Gold Mining within the
District of the Otago Gold Fields:-
