DESPATCHES FROM THE SECRETARY

HIS Excellency the Governor directs the
publication of the following Despatches
from Her Majesty's Principal Secretary of
State for the Colonies.

WILLIAM FOX.

Downing Street, 23rd March, 1864.

SIR,—I have the honor to acknowledge the
receipt of your Despatch, No. 3 of the 4th
of January, enclosing letters from Colonel
Carey, commanding the Thames Expedition-
ary Force, reporting that he had successfully
performed the duty for which he had been
detached of establishing a line of Military
Posts, and opening the communication be-
tween the Firth of the Thames and the River
Waikato.

I am glad to observe that out of the 843
men under Colonel Carey's command, 340
belong to different Colonial corps, and I
notice with satisfaction the valuable assis-
tance afforded by the Naval Volunteers.

I have also to acknowledge your Despatch,
No. 4 of the 4th of January, enclosing a
report from Captain Jackson, commanding
the Forest Rangers, of his having surprised
a party of Natives in the bush, who were in
possession at the time of a great amount of
property which had been plundered from
Europeans.

I quite concur in Sir D. Cameron's opinion
that Captain Jackson and those who acted
with him deserve great credit for the manner
in which they followed up the track of these
Natives, who were clearly more or less im-
plicated in the outrages which have been
committed.

SIR,—I have to inform you that Her Ma-
jesty's Government have decided to station a
Consul in the territory of Sarawak, now
governed under the authority of Sir James
Brooke, and that the Queen has been gra-
ciously pleased to confer that appointment
upon Mr. G. T. Ricketts. The special atten-
tion of Mr. Ricketts has been drawn to the
importance of extending British trade in
that portion of Borneo, and he has been
desired to furnish the Governors of Her
Majesty's Possessions in the East and else-
where, and especially the Government of
India, with any information which may be use
ful to the interests of those possessions. I have
accordingly, in announcing the appointment
of Mr. Ricketts, to instruct you to afford him
such support as it may at any time be in

your power to give him in furtherance of
that object.

SIR,—With reference to my Circular Des-
patch of the 31st of December, 1862,* the
Lords Commissioners of the Treasury have
informed me that they are of opinion that
there are no longer any grounds for requiring
that the operation of Colonial Acts for the
incorporation of Banking Companies should
be confined to the Colonies by whose legisla-
tures they are passed.

engaged on the 1st April last to drive bul-

Office.
