Appointment of Postmasters.

IN virtue of the powers delegated to the
Postmaster-General by His Excellency
the Governor, the following appointments
have been made in the Postal service of the
Colony.

FREDERICK WHITAKER,
For the Postmaster-General

Otago,
Samuel Harman to be Postmaster at Linburn
from 18th May, 1864.
Alexander Eastgate, to be Postmaster at
Hindon, from 18th May, 1864.
Charles John Ratjen, to be Postmaster at
Teviot, from 18th May, 1864.
John Coulman, to be Postmaster at Nokomai,
from 1st May, 1864.

Southland.
Alexander Dunlop, to be Postmaster at
Greenhills, from 18th May, 1864.

Auckland.
Serjeant Charles Neville, to be Postmaster at
Tauranga, from 18th May, 1864.
Richard Nazer, to be Postmaster at Onehunga.

Nelson.
C. Gankrager, to be Postmaster at Fox Hill

Alteration of the Rates of Postage on Corres-
pondence for Venezuela.

THE following Despatch respecting Rates
of Postage on Correspondence for Vene-
zuela is published for general information.

London, 16th March, 1864.

I am directed by the Postmaster-General
to inform you that on the 1st April next,
and thenceforward, the postage upon letters
conveyed between the United Kingdom and
Venezuela will be increased from Sixpence to
One Shilling the single rate (half an ounce),
thus assimilating the rates of postage on
correspondence for Venezuela to the rates
recently authorized to be levied upon cor-
respondence for British Colonies and Foreign
Possessions in the West Indies, announced
to you by my letter of the 19th March, 1863.

In acquainting you with this alteration, I
request that you will be good enough to
cause credit to be given to this Department
in future upon all letters for Venezuela

transmitted via the United Kingdom at the
rates mentioned in my letter above referred
to.

Respecting Abuse of System of Franking.

General Post-Office,
Auckland, 29th May, 1864.

REPRESENTATIONS having been made
to the Government that the privilege of
franking letters free by Post has, in several
instances, been greatly abused; Notice is
hereby given to the Public Officers empowered
to frank, that any abuse of this authority is
a breach of the Law which renders the
offenders liable to fine under the "New Zea-
land Post Office Act, 1858."

THE undermentioned Officers are ap-
pointed examiners of Masters and
Engineers of Coast and River Steam Vessels,
in accordance with Clause V. "Steam Navi-
gation Act, 1862.

Inspectors of Steam Vessels.
Examiners of Engineers,
Engineer Surveyors.

A Fee of One Guinea will be charged for
each examination.

land, passed in the eighteenth year of the
reign of Her Majesty Queen Victoria, and
intituled "The Marriage Act, 1854," the
following names of OFFICIATING MINISTERS,
within the meaning of the said Act, are pub-
lished for general information:--

Roman Catholic Church.
The Reverend JEAN BAPTISTE ROLLAND.
Also the Reverend JAMES MILNE SMITH.
Of the Scotch Presbyterian Church.

I, JOHN B. BENNETT, Registrar-General
of Births, Deaths, and Marriages in New
Zealand, do hereby certify that the foregoing
NAMES of OFFICIATING MINISTERS, within
the meaning of "The Marriage Act, 1854,"
have been sent in to me, in addition to the
names in Lists published in the New Zealand
Gazette, No. 3, of the 26th January, No. 4
